He can only be summoned in Radahn's second phase once he crashes down to the earth. You can see one of Jerren's summon signs near the top of the hill where Radahn is positioned in at the very start of the fight.

If you mean sellen after you the player beat radahn he goes to find her and kill her. Sorta messed up my first playthrough though because i was planning to help her and i am a int/dex player

If you finish the side quest you are offered an choice. You can choose to fight along side jerr and kill the sorcerer sellen or you can choose to fight along side sellen and kill jerr. The thing is Sellen will die either way. She will turn into a giant ball of faces. Pretty fucked up isnt it.
