The correct way to do this would be playing the game three times using each character

While in free roam the tanks are crazy. Since they would destroy themselves just to eliminate you. By firing wildly at walls and the nearby ground and deal damage to themselves. Trevor's can kill a tank just by using the his special ability and stay close to them.

Trever killed a man at 12:39 in the mission it was not added to the game but in one of the Rockstar videos you can find that Trever kills a man and if you switch to trever after the mission you can see him all alone in the helicopter he killed the pilot

If you were to play the game while killing the least amount of people as possible, the order would be 1st Trevor, 2nd Michael, and 3rd Franklin. This is shown in Darkviperau’s pacifist play though.

Franklin and Michael would never randomly kill civilians. They only kill if they need to, or if someone is in the way of their best interests. Well, at least Michael does, and I think it's safe to say the same thing about Franklin because Michaels his mentor.

As for kill count in my playthrough it's 1) Trevor 2) Franklin 3) Michael. I tend to play more erratically with Trevor but he has the most kills regardless. This was after completing all the missions and strangers.
