Everything Rockstar does is satire, they've numerous times stated that the character Lacey Jonas isn't associated with Lindsay Lohan and after Lindsay made a lawsuit against Rockstar for the cover girl inspiration they even mentioned the lawsuit in one of Lacey Jonas missions. Pavel's voice actor is surely not Russian. But as for the character itself, I dunno if you've played other GTA titles (HD Universe not 3D Universe), Vlad mentioned he has a nephew working in submarine in GTA4, might be a coincidence. Moreover Simply judging from a character's accent does not imply its true nationality cuz of the voice actor's limited-proficiency. For instance, Niko Bellic was voiced by Michael Hollick an American, tho we could tell there's flaw in his acting, but undeniablly Niko the character is an official Serbian scripted by R*, also like Marcel in RDO who terribly pronounces "I have some ideas" like German is French, same logic applies to Pavel too. Ppl should be focusing on the lore of the GTA universe R* created, not the irl sidekicks.

Actually it's not Steven ogg it's one of the older voice actors from GTA 4 who voices Pavel not Steven ogg but I forgot exactly who it was

It's 100% not Steven Ogg, because it's 99.99999999% Jason Zumwalt. I can't give it 100% because technically we don't know, but I'm a musician with perfect pitch. I know what song is playing often before the first note hits because of the way the background static sounds. I NEVER forget a voice, and the first moment I heard Pavel, I knew it was Roman Bellic's voice actor. Just pull up video of Roman's voice lines and listen to them back to back with Pavel's. They are the exact same, down to inflection and syllable stress. Jason Zumwalt was born in Arizona so it lines up with Cat's assertions as well.

Jason Zumwalt is Pavel's voice actor. He also voiced Roman Bellic in GTA IV. He is uncredited, but I can say with 99.9999999% certainty that it's him. I have perfect pitch and never forget a voice, and the moment I heard Pavel I knew it was Roman. Just pull up Roman's voice lines and listen to them next to Pavel's. They are the exact same.
