I would assume that based on how they handled XV2 DLC and considering the popularity of the different series I think It's all just basically Z and Super. DB, GT, and the movies are all just DLC. Probably brought out in small packs with their own single player content (IF we are lucky) They MIGHT see the popularity of the Kakarot tournament DLC and do DB but I highly doubt it. Simply because we are including transformations as characters and assuming they do the early, mid, and end versions of characters too, I'm thinking with Super there is just too much and between Super and Z. That's already a TON of characters. I also think that people would be less upset if let's say General Tao was missing rather than Nail or something. I think we have a SOLID chance of almost everyone coming back, just not on launch. They are going to judge it based on what characters they think people are going to riot over not being in on launch and what characters people are going to be willing to pay for. Not EVERYONE cares about DB and maybe only watched DBZ and Super so most of these characters aren't even going to be recognizable for them.

If you wanna guess the roster close to 100% accurately, you simply gotta ask who’s more marketable as DLC. I made a video yesterday on it, but even my video has too much copium in it. Here’s what would be DLC just to Cram DBS’s massive mandatory roster into the game: GT😢, Super Hero, OVA movies (rip, Z Broly), Daima. The gag characters make sense for base roster only because Arale, Devilman, and Pilaf sound like hard sells as separate purchases.

DBSH doesn't need extra Characters just transformations and not all transformations are transformations, ie "piccolo awakened" doesn't need a form "corrupted fused zamasu" doesn't need a form, android 17 doesn't need a second form

Saying frost will be a skin for frieza is like saying cooler is a skin for frieza, it's not happening. 4. The trio de danger is the entire prelude before the ToP no way they don't get in. 4. Your statement on DBSH is literally NOT how BT games work. 5 Corrupted fused zamasu will happen because it happens like 70% of the way thru the arc with an entire showdown with SSGSS vegito and DBS FT's Spirit Blade, saying corrupted fused zamasu doesn't need to be in is like saying SSGSS vegito himself doesn't need to get in. 6. If the game has the cell saga which it 100% will android 17 from that period and android 17 from DBS fight completely different and DBS android 17 was the MvP of the entire tournament he's getting in. 7. I'm not making a list based on bias or want these are characters THAT ARE MANDATORY from DBS because they are.
