My personal theory : the character that was supposed to be Mayor is one of your old characters from the previous Animal Crossings Tortimer knew they would be a good fit cause of them being helpfull in those games so when he retired, he adviced them as the new Mayor, You have the same name (and are also being a human, which are relatively rare in the AC world) cause they are both your character, which results in Isabelle mistaking your New Leaf character for the character from a previous AC that was supposed to come instead. Your old character missed their train or whatever else happened, and by the time they the issue solved, they learned about you taking over the role and realizes you'll probably do a good job, so they tag out in secret

While this is a nice theory, I disagree. I remember a few days into the game (after receiving the letter) I was talking to Rolf and he said something about how he decided i would be mayor and even said a direct quote from the letter. However, I could have just imagined it, but when my cousin got his copy of animal crossing new leaf, his villager Truffles said the same thing to him, and we both came to the conclusion that one of your starting villagers is the real culprit

But they were already in town, and Isabelle said that the new mayor coming by train. If it was an original villager and not moved in, then you’re statement wouldn’t make sense because the town expected the mayor to arrive by train.

Let's be honest he has this vibe that every single unsuspicious, but important, character has.

I like the theory, but when you get off, the townspeople call you by your name, in your case Tylor. If Rover did do this, they wouldn't call you by YOUR name. This could be because Rover put in a random name, but according to your theory, on his way he realized this problem after he got the job. If he realized before he got on the train, why would he get on? Secondly, If he realized this after he got on, he didn't need to find a replacement. The argument about him being the only character on the train is easily falsified as you only see the front half of the front car. Trains that pass by the town are usually 2-4 cars long. As the mayor to be knew the town AND knew what the character's name was, as it is the same as his, the letter would easily reach you.

-Tortimer was already the old mayer in the town, and they should get a *new* one. So it's not him -Isabell was also already in the town before us (the mayor) so i think that's also makes no sence. -I think Rover could it be. He was in the same train with us and asked us where to go and more..

To say that someone was coming off the train assumed as Mayor...and she's says 'we were told what train u will arriving on and here you are...there's no mistake'.

You forgot a key factor to add to this theory, it had to be Rover since everyone in town knew exactly what time the new mayor would be arriving hence why they were all gathered around the train station. Your person and Rover would be the only two who would be arriving at the time everyone was expecting. Rover just decided not to get off. Mind=blown.

Also I just realised, he was going to the same time as us the player, and it's proved by the fact that when u make it to the town everyone thinks you are the mayor because they were expecting ONE person to come! They didn't think someone else would move in, & Rover took this chance when he knew u were going to the same town as him! Had there been 2 people arriving the town, the villagers would've known a mayor and a new villagers would join in! I love this theory alot ^^

Also, to send a letter to someone not living in town, they would need to do it from the post office they're currently visiting... So, some Pelicans (Pelly and her sister, Phyllis.) would know who the sender is and were told not to use the senders name, and are not speaking of who sent it ... (Pete wouldn't know, he just delivers mail)
