Cambodia was a peaceful, prosperous and progressive country that adhered to its ancient Khmer culture and traditions while yet being modernized under Prince Norodom Sihanouk who attempted to keep his country neutral like Switzerland - until the U.S. during the Vietnam War, unprovoked by Cambodia, bombed the country and reduced it to ruins because the Viet Cong was crossing into Cambodia to move their troops and armament into South Vietnam. This sparked a coup by the Khmer Rouge. Millions of unexploded bomblets and mines was scattered by the U.S. during those times and has refused to help Cambodia in removing them while hundreds of Cambodian farmers and children are regularly maimed and killed by those U.S. mines still after the Vietnam War is long passed. Some American servicemen with a conscience, have returned to Cambodia to help locate and remove the mines. However, as far as conscience from the U.S. Government, no, not so much at all.

I don't know about "US meddling" as the deciding factor in Bangladesh. Sheikh Hasina might be a pragmatist; but she ALSO engaged in outright favoritism. Plus that she systematically sidelined political opposition (Khaleda Zia etc). A bad and unwise move in a country, where many people basically work hard just to put food on the table. Let's see what Yunus can do. No matter what, I hope the future will be alright for Bangladesh. They have done so many things (education for women, serious family planning, using the textile industry as a stepping stone to get richer etc..) right, and (like Vietnam) they deserve a better future, seen in the light of the rough history, those two countries have had.

Harvey, for such a young person who wasn't even born yet when all these crazy bombings and killings were taking place in my home country, Cambodia, which I barely escape with life, I appreciate your intellect and balanced view of the geopolitics of Southeast Asia and between China and America. There's no one else with the expertise/resources willing to help Cambodia build the infrastructure she desperately needs to help her people until she can fully stand on her own after many decades of brutal wars and oppression. Maybe Japan could have helped, but Japan is also influenced by big brother, America. America and some of Cambodia's immediate neighbors are not happy with the project or when Cambodia is trying to stand on her own because it diminishes their influence and dependency on them.

Great insight Harvey ! However as with any Belt and Road initiatives projects, you should always begin by an explanation on the geography, in this case the Mekong River. The Mekong River flows from China to Laos, Cambodia, Thailand and eventually out to the South China Sea with a port in Vietnam. Hence any cargo ships from the upstream countries need to pay levy for passing through Vietnam. Cambodia was begging for the canal (to bypass Vietnam) and invited China to do a feasibility report on the design and groundwork proposal. Yet, China was initially reluctant to proceed with the project as this would anger Vietnam. This year Vietnam suddenly made adjustments to their foreign policy and sided with the Philippine (with assistance from the USA of course) on territorial claims in the South China Sea. This in turn causes slight irritation to China. Hence, China retaliated by green lighting the Cambodia canal project. USA is helpless and can't offer anything concrete to help Vietnam aside from the usual empty words and promises plus some military gears (not free though). 😅

Not true, Vietnam has been outsmarted the US since the Vietnam War. Majority of the Vietnamese people sided with the Vietcong during the Vietnam War cheating funding and weapons to supply the Vietcong. Vietnam also broke off the relationship with China in order to invade Cambodia and when Russia was no longer can support its war, it turned against the Russian. Now it comes in full circle by building relationships with the US in order to keep China at bay. Many American companies are investing in Vietnam.

There are no taxes paid when passing through Vietnam, only transit fees at the port. First, you look so young yet so knowledgeable. Much respect. Your video is eloquently narrated. I actually watched the video to the end. One correction, the canal is not funded by China. It’s funded by private companies from different countries including the company in China. The design and architect of the project was originated from Mr. Hun Sen. He came up with the idea. It is worth noting that during the Khmer Angkor Era, 3 canals were constructed in the southern part of Cambodia which is now part of Vietnam ( ie Khmer Krom). This will be Cambodia’s fourth canal. It will benefit Cambodia greatly.

I love that you are covering this region's politics, and I hear the interesting side of your perspective, however I want to argue the points raised in the video. I understand the issue regarding the potential for the US to assert dominance over Southeast Asian politics and slow down Cambodia's overall development. However, I would like to make a few points: 1. The Cambodian-Chinese relationship has been rather complicated. Throughout history, China has utilized Cambodia as a strategic balance against Vietnam. In the mid-20th century, the People's Republic of China supported the Maoist Khmer Rouge against Lon Nol's regime, which was tied to Nationalist China, during the Cambodian Civil War and the subsequent takeover of Cambodia in 1975. Mao Zedong also maintained good relations with Prince Norodom Sihanouk, who opposed Lon Nol and supported the Khmer Rouge to reclaim his power over Cambodia. When the Vietnamese military invaded Cambodia in 1978, China provided significant political and military support for the Khmer Rouge. In 1979, China engaged in a brief border war against Vietnam, partly to pressure it to withdraw from Cambodia. The Paris Peace Conference on Cambodia, held from July 1989 to October 1991, also impacted Cambodia-China relations. Moreover, it's important to note that since 1997, China has strengthened its ties with Cambodian Prime Minister Hun Sen's regime. Interestingly, Hun Sen was formerly a pro-Vietnamese leader and defected from the Khmer Rouge during Vietnam's occupation of Cambodia. Although China initially supported Hun Sen's political opponent Prince Norodom Ranariddh and his FUNCINPEC, China became disillusioned with Ranariddh's efforts to establish closer ties with Taiwan, which is claimed by China. After facing international isolation following the 1997 coup that brought him to power, Hun Sen developed strong links with China, which opposed Western countries' attempts to impose economic sanctions on Cambodia. China stepped in to provide grants, aid, and investments when Western countries withdrew. China's close relations with Cambodia have also been aimed at countering Vietnamese influence in the region. Therefore, I believe Cambodia is being used by China to further its Belt and Road initiative and to diminish the influence of the United States and Vietnam in the region. I also question why China would request a 100-year lease for the Port of Sihanoukville and the area near the Funan Canal if they simply wanted to develop a partnership with Cambodia. 2. Mentioning that it would benefit the entire South East Asian countries is in fact incorrect. In the case of Vietnam, we could see several sources in which they stated that "Vietnam's security concerns regarding the Funan Techo Canal project in Cambodia." The canal, stretching 180 kilometers, will connect Phnom Penh to the coastal province of Kep and facilitate cargo transport, potentially reducing Cambodia's reliance on Vietnam for exports. Vietnamese Prime Minister Pham Minh Chinh has previously expressed worries about the canal's environmental impact and its potential military uses by the Chinese, particularly due to its proximity to the Ream Naval Base, which is being refurbished with Chinese assistance. Granted, there are a few arguments that these military concerns are overstated. The canal's dimensions-100 meters wide and only 5.4 meters deep-are insufficient for most Chinese military vessels, which typically require deeper drafts. Additionally, the canal does not directly connect to significant maritime routes, making military operations impractical. However, in the case of Vietnam's apprehensions stem from its historical view of Cambodia as part of its sphere of influence, which has diminished as Cambodia has grown closer to China. By framing the canal as a security threat, Vietnam may be attempting to leverage its concerns to influence both Cambodia and the broader U.S.-China dynamics in the region. Ultimately, while the canal poses minimal military risk, Vietnam's concerns reflect deeper geopolitical tensions and its desire to maintain influence in Southeast Asia. Additionally, this situation raises concerns for the other ASEAN countries involved in the South China Sea dispute. The Spratly and Paracel Islands are heavily disputed, as many of you are already aware. Hence, the states that are already feeling threatened by China's growing involvement in the region are now worried about their geographical security due to China's increasing presence in Cambodia. 3. Last but not least, we should focus less on the historical background, and instead focus on the current status of the region. Kudos to you, Harvey, I would like to applaud your brief summary of the Indochinese History amidst of Cold War, and the lingering impact of conflicts due to ideological differences on the nations involved is a painful topic, especially for someone of Korean-Vietnamese heritage like myself. The separation of families and its lasting effects are deeply felt. It's important to note that the complexities of history and politics, such as the red scare and domino theory, have been overlooked in the previous discussion. However, it's crucial to remember that the root of this issue lies in the colonial impact rather than solely national politics. After the US withdrew from the region, China also played a damaging role in Indochina. This included the Chinese government supporting the genocidal Pol Pot regime, directly invading Vietnam in 1979, and continuously backing the overthrown Pol Pot royalist faction until the 1990s. The war has caused immense devastation in this region, and we've had to learn to adapt and develop to catch up with the rest of the world. Both Chinese and Western powers have contributed to this development. It's crucial to remember that we now live in an era of globalization where foreign cooperation is still very important, even if things may seem challenging from an outside perspective. Additionally, I would like to mention that it is important to consider the opinions of others, such as the Cambodian population, Vietnam, Thailand, and the ASEAN perspective on this matter, instead of solely focusing on China, the US, and Cambodia. Agree with your analysis. While Harvey did a good job of highlighting that the US actions in the region, past and present, stems from their own geopolitical interests, it does feel like he left a lot on the table when it comes to discussing China’s own calculations and meddling in Indochina and SEA’s affairs. Simply reducing China’s tightening relationship economically and militarily with Cambodia as a pure win/win business situation between two equal countries leaves out a lot of geopolitical nuances.

@@carlossori2877 Well, when I say "sphere of influence" I may have paraphrased that incorrectly. You see, Indochina has been directly influenced by the ICP (Indochinese communist party) and its legacy up to this very day as the CPK of Cambodia and Hun Sen historically gained its position thanks to Vietnam when they overthrew the aforementioned Pol Pot government during the third Indochinese war. Anyway to get back to my point, sure, Vietnam in its current position cannot do much for the betterment of all 3 states in Indochina, however with the affiliation with ASEAN, and the ever-growing industrial sector of Vietnam at the time being, I would rather see a self-dependent South East Asian states that don't conflict in their interest with others rather than allowing China to appear out of nowhere and attempt to expand their own influence through R&B initiative or their scheme of the money trap which to put in perspective, resulted in the decline of the economy in numerous country such as Sri Lanka where they have been facing economic crisis for the past 5 years in which this topic has been one of the reasons behind them. I do see an issue with my statement, as it would delay the progress of Cambodia and only benefit Vietnam. However, from a long-term perspective, the development of said canal may lead to unexpected changes in water flow in the Vietnamese Mekong region, resulting in lower crop yields and a potential water crisis similar to the conflict between Ethiopia and Egypt over the dam. Alongside the potential environmental threat, it could pose the wider Mekong River delta due to other factors. Moving on to the next topic in which you raised the question: "Why hasn't the Vietnamese government done anything for Cambodia over the past couple of decades?" Well, simply put they did as the Vietnamese in fact spent $5.4 billion to help implement its third Five Year Plan (1981-1985) alongside the fact that they have provided 180,000 tons of food and seed rice to Cambodia to help with reconstruction and recovery, despite Vietnam's own economic problems at the time. It was the international sanction in fear of claimed of false imperialism which resulted in Vietnam backing out of Cambodia and focusing on their "Doi Moi" reformation to serve their national interest. I don't know why Cambodia must use Chinese cash to fund it when they could quite easily borrow from the world bank and keep national attonomey. Also rail is also an option to transport goods out of Phnom Penn but it needs an overhaul. The Chinese just want an easy route to fill Cambodia with manufactured crap and to get there goods home out of the sweatshops there.

The Canal is build during the French and the Khmer Rough area. The local people use to ride along the side of the Canal to avoid highway traffice. I also ride my scooter along the canal to look at the beautiful sceneries. The local villagers use the water from the canal for farming such as rice growing. People even fish out of it. There are many water gates to control the flow of the water. Now the same canal, they want to wider it and called it Techo canal project. If it has negative impact on the enviroment it should happen a long time ago. Why is other countries like Thailand and Vietnam and others have emotional problem about this Canal project?

Re As a Cambodia, I always hated how the west has portrait us after what they have done here. This canal is our only way to improve our nation after the devastations the west had done here. Please provide faster approvals to projects. Whilst other people just talk, you should do things. We can not wait forever to invest US$1.7 billion. We don't need the US$1.7 billion. Thank you very much for bringing this subject up for discussion. I have my own opinion on this very subject for many decades. America poured a lot of money into Cambodia during Vietnam war especially in the first half of the 70s. America also loaned some money to Lon Nol government whom America supported to fight communism. America also dropped bombs and booby traps all over Cambodia. How about the Cambodian people themselves? Here's the answer. I lived through it. The Lon Nol was so corrupted that people had to live in fear all the time. Life was miserable. The majority of people lost their homes from bombings. That was that era of Vietnam war. After Cambodia got up from ground zero, America tried to help Cambodia. But their help came with string attached. Cambodians must meet democracy, stop child labor, human rights etc.......Unfortunately, those things were things that Cambodians really didn't care because they just got up from ground zero. They need to survive. There came China. They offered help to rebuild Cambodian infrastructure. They open avenues for Cambodia to reach the world economy. China has been helping Cambodia for more than 3 decades. And they have a lot to show for. During this time, America is trying to collect the loan that America loaned to Lon Nol regime in the 70s. Cambodians view this as a demand to be friend with America. In comparison, China has a lot to show for Cambodia. There are roads and bridges that make people lives better. Remember! all of these things were happening during government with corruption. Today, things are a little different. Yet, china continues to help Cambodia. America should learn this lesson if they are to be friends with those nations like Cambodia. I believe America is also loosing Thailand as well.

this is a pre existing canal dating back to 65AD. vietnam is against it cause they will lose the over the top fees they’ve been charging khmer to use the vietnam ports. fyi, cambodia government has already stated that the government does NOT owe china any money whether the project fails or not, the cost is between the khmer corps. and the chinese corps that lending the money. its fair to say china is riding on it being a success.

I recall the Rambo movies, when Sylvester Stallone, dressed appropriately for the one-man mission in the war zone in S-E-Asia during the Vietnam war. When I said "dress appropriately", I meant he is barely dressed in order to show off his bulging muscles ! His missions were to rescue poor America servicemen who were stuck in the war zone. The movies didn't mention the massive bombs left behind that are still killing Asian people !

I heard a Cambodia town bordering China moved couple border stones to behind their town so that they can consider themselves to be part of China. 😆 but I think the PLA border patrols found their border stone markers and move them to original locations.

Hello Harvey, very interesting and well executed video. Born and raised in The States. NOT a patriot. Currently teaching 2nd grade in Siem Reap. LOVE the Khmer people! I'm def. not a fan of my country....to put it VERY mildly. However I see China as exploiting the hell out of, well every country they can. Doing good things for the countries but at what cost to the countries. The countries are basically selling themselves to China. When I was in Laos there were tons of huge ore trucks with no names on them but am sure they were Chinese. The super highway they built in Lao, the Boten-Vientiane railway. They've made a scary ghost town out of Sihanoukville basically so they'd have someplace to gamble. I like to think the Chinese are doing these things to help the poor SE Asian countries but don't buy it for a second. Just like the U.S. helps other countries out of the goodness of their heart.....yea right. It's a complicated messed up world and the U.S. is ALWAYS going to try to have as much control over as much as possible. Which means trying to control China which obviously I'm glad/scared for other countries being exploited. I love SE Asia and its people. I just wish they could get up to speed without the help of China or any other country. But when half of the population relies on agriculture and fisheries for their livelihood there's not much incentive for hi-tech kinda jobs. What to do :(

China has $5T in US reserves. They make dollar loans, not Yuan loans. Once the infrastructure is built, the loans can be paid back in a non usurious way, or forgiven. This then builds goodwill and China has access to markets and resources. China supply chain expand
