Senator Cotton gave an interview where he said Democrats were responsible for the US not being fully prepared for WWII in the mid and late 1930s. He is incredibly disingenuous when he makes most of his comments. The US was in the middle of the Great Depression in the 1930s. No politician, including many/most Republicans, didn't want to spend scarce resources on the military in the 1930s. As German /Nazi power grew moving towards the late 1930s, the US did increase military spending. We started to prepare for a possible war, but that was not easy with the Great Depression still a big factor in the economy.

Senator Cotton's suggestion that the Judge, if prosecution rests should consider a Directed Verdict doesn't seem an impossible outcome. He's the 1st person I've heard suggest that; But I've only watch CNN's coverage. Cohen's important link in this case can only be supported by having Alan Weisselberg's testimony. The judge could "compel" him to testify if he's reluctant. It could also deflate Trump's argument, poor that it is, that this is political interference by Biden.
