Bro was a pawn his whole life without knowing. Being pushed by both Aizen and Urahara. Then being controlled by Ginjo. Finally being pushed by Yuha Bach and Ichibei. Even when TYBW ended, nobody knows if he will ever be trully free from the control of Soul Society. At ANY TIME, Ichiibei can and, if needed, will ambush him, take away his powers and turn him into a soul king, a fate worse than death, wih a form of eternal and meaningless suffering for Ichigo.

I always took it that Urahara did not know what side the Vizard would take in the end. It's a mirror image of how Ichigo influences others, Ichigo being an ally to the Gotei 13 was basically the final vote to where the Vizards would side.

Everyone forgets that Urahara at least in the beginning was protective of ichigo, his staff remark on how helping ichigo is the first fight they’ve had in quite a while, and he also went out of his way to strengthen ichigo through shikai training and bringing his hollow/Shinigami powers more to the surface, essentially he knew OMZ wouldn’t let ichigo take more than his surface power, so good old hat and clogs decided to make the hollow a good portion of the surface power

the questioners second idea weirdly makes more sense than Kubos. i mean yeah, they hadn't interacted in over 100 years. why should he know their intentions? granted, they hadn't made their moves until after Ichigo and the others came back from Soul Society. so i guess his thought process was something like: "well if they haven't gone rogue yet, they must be waiting for something. or someone. probably Ichigo. yeahhhh... i best keep Isshin in the dark on this one."

I think it's supposed to be like Uryu after losing his powers. He still had his spiritual energy and could sense things. A Hollow even attacked him, but he didn't have any powers to defend himself. Isshin, likewise, wouldn't have any way to help Masaki
