There's actual science to this. The atmospheric pressure decreases a lot when storms or rain come in, which takes the pressure off the fish bellies. This makes them hungry and ready to play.

Rain adds oxygen to the water. It also raises the water level makes it easier for the fish to get up shallow and eat bugs snakes frogs etc that weren’t accessible before.

"Bad" weather often accompanies a low pressure front. When the pressure is low, a fishes swim bladder is naturally deflated, thus making their stomachs seem empty and the fish more likely to bite as opposed to high pressure which inflates the bladder making the fish feel bloated n full. Wind in truer face means bait is being pushed toward you. Casting a swim bait into the wind from shore is a great tactic IME

You are probably not gonna believe this and I don't blame if you don't, but once me and my dad went out on a little lake and it just started storming like crazy. *The feed bag* they feed when its bad cause they don't know when they'll eat again/be able to hunt cause of it being stirred up/muddy plus it probably overpowers most smaller fish out of there hiding spots and everything starts to eat. my opinion anyway haha overcast and abit of rain in the forecast is best day for any fish

Most surfcasters use a 9-10’6 and a 400-6500ish sized reel if they are getting one rod and reel. That size setup can land the fish of a lifetime, crush schoolies, handle jetties and casting from beaches. Think of it like a Swiss Army knife, master of nothing but good for most surfcasting. I use a 9 foot tfo rated .5-3.5 oz, 200 staal with 40 lb braid and 40 lb flouro leader every day and I own up to 11’. You can get away with smaller setups in April and early may or if there is no wind, otherwise you want a longer rod for leverage and power when working in current and weather, and obviously big fish.
