Why does Allah refer to himself as "WE"?

An often over-looked detail about the Quran is the fact that Allah refers to himself in the plural, using words such as "We" and "Us."
Why is this the case? The answer shouldn't be a surprise...

The 99 names are used to describe his characteristics of of him to us humans. That is a basic fact, and we reject the notion that Allah could have any associates or parts as he is one and would overpower them all.
