I have 3 pitbulls and one them which my male he is now 3 years old and every since he was a puppy he would just on my lap and put his paws in my shoulder and lick my face nonstop......he still does it now. I can sit down with him and he'll get so excited he wants to play and lick!!!! He knows he not hurting me or anything because I'm laughing and it's like he likes the fact that I'm laughing and we're playing!!!!

So with the obsessive compulsive behavior, pretty much saying the dog believes it needs to lick you/something continuously in order for something to happen or it just says "I need to lick this because I'm a dog?"
