My theory is that the roads we see in Spongebob aren't actually paved asphalt, as it would never dry being that they're under the ocean. So instead, it's all gravel and this machine is specifically used to even out the roads. The arm holding both cylinders looks like it could extend further, making both cylinders be on the ground. So essentially, the "Squidward Killing Machine" is actually just a Road Roller, but with spikes to deal with gravel.

Ok, but hear me out What if Bikini Botton has soo many people living there on an infrequent basis and having only a "set amount" of 538, is due to it being a tourist town? I mean it has all of these wacky buildings centered around like 1 or 2 purposes, its close to the Lagoon apparently, and just like real life there are numerous real life towns with populations less than a thousands that are nothing but tourist attractions. So this is my theory on why some episodes there are thousands of people while on other episodes there is like less than a thousand, its all due to the sesoanl tourist tides. Why else does the Krusty burger get soo many customers? How on earth is the Chum Bucket still in "bsuiness?" Why do the police have a very serious no-litter policy? And why would there be a free balloon day? All of these questions could be explained by Bikini Bottom being a tourism town. 1. The Krusty Burger is owned by The Krusty Clown corporation to cash in on tourists from SpringField. 2. The Chum Bucket is still somehow in business due to "foreign" cuisine clientele, it just soo happens that we never see them, because he _has_ to be getting someone to eat there to pay for his property tax and utilities, so since chum is eaten by certain fish and other creatures, it would explain why he is still in business, and why he wants to steal the Krabbie Patty formula, since customers keep eating there during both the on and off tourist seasons and why its soo empty all the time since he most likely gets customers during specific times of the year. 3. The police obviously would have a serious no litter policy due to pressure by the mayor to keep the town "beautiful" to inctice suck...er tourists to keep being there. 4. Well free balloon day would obviously be one of the towns many tourist related events or attractions to draw in more money from tourists. Also when Sponge Bob goes to Kelp city we can see how "run down" and "depressing" it is, which much like in real life would create incentive for people to have weekend "vacations" out to the countryside. Also the jellyfish fields are possibly another close by attraction. And it would explain why Mr. Crabs is always trying new serivces/products to get a quick buck.

Seaweed/kelp grows to be REALLY tall, and we only ever see short kelp in Bikini Bottom (unless we visit the Kelp Forest, which is farther away). I'm pretty sure the vehicle could actually just be like a construction vehicle like a forklifter or cranes, but instead of helping in construction sights, it is instead used for shredding and disposing of non-wanted features and objects to the construction process. And the corpse theory would go well with the whole timeline of chum and its history to why the vehicle was created.

I know this is a no fun answer, but I genuinely feel it’s built SPECIFICALLY to crush squidward and spit him out. It doesn’t have anywhere to store stuff like trash or seaweed, so it can’t be picking stuff up, and even if it was, why would it need 2 things of spikes? The only function it could have is to pull in, crush, and spit back out whatever it catches
