It really isn't, by Gen 5 it was becoming increasingly clear that the evil team thing had run its course. It was becoming stale, and Game Freak even played into that by making Team Flare essentially a parody of the other teams. Continuing with the "evil team who wants to destroy or conquer the world" thing would have made Pokemon worse not better. It's made the actual villains more interesting because they aren't tied to a group of young hooligans.

A few corrections: - Team Galactic didnt want to reset anything, but Cyrus wanted get rid of everything because he believed emotions made living things weaker. - Ghetsis' plan was to be the only one with pokemon as his son was chosen by the legendary dragons and no one could argue against him. - Team Skull are social outcasts who believed everyone should be able to participate in the island challenge - Team Aether had Lusamine, and her story in SuMo is just not very happy

All that's known is that this man has amnesia, and he resides on the islands. But if you take a look at him, he bears a striking resemblance to Gladion and Lillie, basically all but outright revealing his true identity as Lillie's and Gladion's father. In US/UM, there's a scene where Lusamine meets this man. The man doesn't regain his memory, but he says that he would like to see Lusamine again. Lusamine does seem to recognize the man, but doesn't reveal anything, most likely knowing his amnesiac state and not wanting to dump all that on him.

Worth noting that Team Galactic is unique in that a LOT of its grunts actually don't even know what Cyrus' goal is. Cyrus is a madman who thinks he can reshape the universe but he's such a good public speaker that he's gathered a legion of followers just off of his confidence. So yeah, if you've ever wondered why Team Galactic is off trying to gather Honey at the start of the game, that's why - the team is pretty much clueless on what their objective is without direct orders from Cyrus and just throw around their weight as "evil guys".
