Why is there a pivoting hole in that building?

It's an art installation dontchaknow. It's called 'Turning The Place Over' by Richard Wilson... I just happened across it while I was in Liverpool last year for DaDaFest. There was stuff going on all over the city for the European Capital of Culture. A truly amazing city!
