Why Putin wants to annex BELARUS if it is his best ally

Since coming to power in 2000, Vladimir Putin has made numerous references to the concept of the "Russian world," that is, the idea that Russia's sphere of influence extends beyond its current borders. Putin has described the collapse of the Soviet Union as the greatest geopolitical catastrophe of the 20th century. And although he is aware that re-unifying the 15 countries that made up the Soviet Union is an almost impossible task, his military actions in recent years make it clear that Putin wants to regain, even partially, the power and greatness that used to belong to the Russian-led Soviet Union. And the best way to do it is to invade or annex these territories that were under Soviet influence. It already did that when it illegally invaded and annexed the Ukrainian peninsula of Crimea. It also encouraged and financed separatist movements in the Dombas region of Ukraine, as well as in other territories in Georgia and Moldova. But everything seems to indicate that Putin's ambitions don't stop there because in early 2023 a 17-page document prepared by Putin's presidential administration was leaked, outlining an entire strategy to take control of Belarus and annex this country by 2030. Belarus is a neighboring country of Russia with about 10 million inhabitants and is the only European ally left for the Russia of Vladimir Putin. So the questions are: why does Putin want to annex Belarus if it is his best ally? And what exactly is Putin's plan to achieve its annexation?
