The Crocus City Hall terrorist attack was Russia's worst since the Beslan School siege in 2004.
It has left the country in shock and comes as a chilling reminder of the potency and murderous intent of the Islamic State terrorist group.
The failure to prevent the attack and the open torture of the suspects after their arrest had also raised questions about the Kremlin's priorities and the brutalising affects of two years of war on both Russia's security services and wider society.

Really? Putin and the FSB failed miserably in preventing the terrorist attack. The CIA warned the FSB on 08.03 but putin framed it on state TV as "western fear mongering" and nothing was done. Under Putin the FSB only serves him and not the citizens of russia they have to protect.
