That would be bad for the rebels. Pirates were seen by the galaxy as greedy and ruthless murderers who will kill innocent people for their own financial gain. If the Rebel Alliance employed the help of pirates this make less people willing to join their cause.

Then they'd come after you. Pirates were only safe when not attacking Imperial assets.

The reason why the Empire let these pirates continue their illegal operations was because of corruption. Although the Empire prided itself as not having the rampant corruption of its predecessor the Galactic Republic it was still there and all these pirates had to do is pass a few credits to an Imperial customs officer for them to turn a blind eye.Another factor is that the Empire's base of power came from the Core and Mid Rim worlds and the pirates operated largely in the Outer Rim and most high ranking officials in the Empire saw the people of the Outer Rim as backwards and not having any value to the Empire as a whole.

A rebel cell and a pirate band might operate in a very similar manner. One grabs resources for their own profit the other to support and finance a revolution. If commerce raiding also shrinks the Empire's tax base it's a win win for the insurgent. Pirates sell their loot on the black market and rebels would certainly be among the buyers for illegal arms and captured star ships they'd need. Some rebel cells, like Saw Gerrera's, would use any means necessary to win and the Rebel Alliance is a "big tent" coalition. Star Wars usually centers around the Heroes of the Rebellion rather than the "Inglorious Bastards" in their ranks. The entire light side vs. dark side absolutism makes perfect sense for force users in universe, but it is ridiculous when applied to people and governments in general.

Well, I guess that part about the empire glassing an entire planet full of pirates never happened because disney decanonized it. It was one of the first star wars books I read when I was a kid.

It looks like the galaxy had a chronic problem with being able to provide security across all it terrority. It's why so many citizens seemed to have easy access to at least some kind of weapon. Why transports of just about every kind had some serious fire power for non military roles.

If I'm an Imperial governor in charge of a remote Imperial mining world, having to fulfil mining quotas using whatever limited resources provided, I would have hired a few of those various pirate factions to be some sort of a private military contractor. With what money to pay them? Well, squirrel some spares from the exceeded mining quotas imposed to pay off those pirates and turn a blind eye to their illegal businesses. Why break the law when you can impose your own law over your own fiefdom? Use the faction rivalries against each other. Just make sure it doesn't turn into a full-fledged gang war. That will be disastrous and be a potential Rebel safe haven and recruitment pool... Only when a modicum of security is prevalent in the system, which will definitely be the envy of neighbouring systems, then can move on to become a Sector Moff (with a secret private military outside the Imperial's jurisdiction)..
