I am quite confident that Alvida is stronger than Mohji, Cabaji and Spandam. She didn't do much after gaining her devil fruit ability and her bounty never get updated since. However, with her devil fruit ability and her strength for wielding an iron mace, she should be at least as strong as pre-timeskip Buggy, so maybe she should be moved up a tier. Another proof is that Mohji and Cabaji looked up to her when Buggy was imprisoned.

Act 1 Luffy most certainly was not equal to Katakuri. He could scrap with Katakuri but if the man was serious about stopping him and wasnt actively trying to instill fear in Luffy and destroy his hope, Katakuri wouldve wiped the floor with him. Personally id scale him around similar level to King since frankly if you cant figure out Katakuri's trick of using Obs Haki with his devil fruit to mimic logia intangibility you wont be able to land a hit on the guy let alone damage him. Yes. Sanji doesn't have conquers haki and cannot coat anything other than his legs. Whereas Zoro can use no sword style too. And mainly Zoro is focused on battles compared to sanji who sniffs on female opponents.

Tbh after seeing Garp at Black beards crib I feel like he is stronger than the current admirals even at his age this goes the same with Sengoku at Marineford against Black Beard. Like admiral Greenbull would have no chance against Garp's haki I also wanna mention that even though characters get older they don't get super weak. Rayleigh was sparring against Admiral Kizaru during Sabody. As well going back to Garp going to Black Beard he probably knows Aokiji is on Black Beard's crew yet Garp is confident in getting his marine back even though he is going against a Yonko + Yonko Crew + Aokiji (Retired Admiral). Which speaks about his own power scaling I'd put him closer to end game Luffy.

Okay...I'm still arguing with the idea of Eneru being powerful. Sure, Luffy's natural counter was a big part of his success, but if Eneru was a top tier he would be able to defeat Luffy without his powers. I mean he even still used his abilities against Luffy in interesting ways. If he was all that powerful, pre-timeskip Luffy couldn't have beat him.
