Car licenses are expensive. Ever soo much that even AAA game devs struggle to negotiate them. That's the main reason. Plus car manufacturers are getting more and more adamant nowadays.

I was searching for a supra to recreate one from FAF in the game and remembered they didn't have Toyota in the game:/

This story is getting even more confusing now, since Toyota is in The Crew Motorfest. Another thing that confuses me is Toyota in Rocket League. There’s so many fast & furious cars in it, but the Supra is not one of them. Toyota is technically already in Rocket League though because of the 2 NASCAR DLCs. They just seem very choosy, but I hope that Toyota will return to Unbound in another update, like volume 3.

It's obviously exclusivity and maybe a little bit of patriotism and nepotism. Now if we can rally 80% of NFS fanbase along with Forza and Assetto Corsa, we might have a chance to bring them in the game: Make Toyota think that their cars are for old people. Start mocking them on social media for their lack of presence in fun racing games. Of course, this will never work since you can't control lots of people for this one cause.
