Why won't my GM key turn off?

This shows the back side of the rotating lock mechanism where it can be seen just what is stopping the key & lock cylinder from turning off. There is a solenoid that when powered pulls a small pin out of the way and allows the rotating part to return to the off position. There is a manual override button on the end of the solenoid that allows an operator to overcome the restriction in the event of a failure.
