I love the part at 2:47 . The cops aren't what's worrying him, they're just a small inconvenience for him, but the fact that the entire city's police department is after Batman instead of the actual criminals is very hurtful to him after everything he has done for that city. The music also ephasises this very well.

This trilogy is epic because every single detail is brilliant! The shot and the whole sequence between 2:35 - 2:40 is just ascetically beautiful! Batman's legs and flowing cape, slowly emerge on the screen, slowly approaching the bandit, and then a blow to the helmet - apart from poetic aesthetics, it also subtly conveys the power and epicness of Batman's character. Bale was perfect, a brilliant trilogy.

What’s really cool about this scene is that when Batman realizes everyone’s converged on him, is that the cops were so gung ho to get Batman and when they finally have him in their sights, weapons all trained on him, they’re just frozen. They’re genuinely conflicted because I’m sure some of these guys were around, if not already on the Force 8 years ago and they just don’t know what they should do. Also the fact that Batman seems super unbothered by the entire GCPD being there to take him in. That probably also freaked them out as well. TDKR was so well done.
