The implication is that Chatot stopped really caring after the promotion. This is a real technique used to dispell labor revolts. You promote the guy who started it to a team lead, raise their pay, and see that they benefit from the system more than their peers. If they speak up, they'll wind up losing all of it. It's funny because H.A.P.P.I from Gates to Infinity and the Expedition Society from Super Mystery Dungeon are MUCH MORE worker friendly than the Wigglytuff Guild. H.A.P.P.I's only rule is that you have to leave at least one team mate behind when your team is going on a huge expedition for several days so they have someone to keep in contact with and the Expedition Society's only rule is that children can't join, and even then Chief Ampharos was VERY LAX with that rule by giving the Player and Partner junior gadgets and letting them join anyway once they proved they were capable enough.

When I first saw the money spoink gave us, I was like “oh my gosh, if we’re getting paid this much I can buy so many reviver seeds” then that was all taken away from me. Main rule of Wigglytuff’s guild: don’t fuck with the tuff! But I’m all seriousness. While Wigglytuff is childish, they aren’t unbeatable. And I believe they are somewhat reasonable. Armaldo was able to convince Igglybuff why he had to go away. The worst Wigglytuff can do is a Hyper Voice which can be out-worked.

After playing through Sky back in the day, the impression I always got was that Wigglytuff had genuinely good intentions, but was also completely incompetent. He cares a lot about stuff like friendship and teamwork and such, but he has absolutely no clue what he's doing as Guildmaster and is such a loveable powerhouse that nobody has it in them to tell him his way of running things is actually kind of unethical. Chatot's totally doing it on purpose though let's be real.
