No, they don't. If Tom Brady were to have won, he's not even the "most athletic" at his own position let alone in all of sports. But a case could have been made his 2007 season made him the "best athlete" in the context that he had the best season of anybody who plays sports. Maybe you're unfamiliar with the English language but one word can have several different meanings and connotations. In the context of this award "athlete" just refers to somebody who plays a sport.
