In my view I'm buying the roof with two or three layers that has virtually any peril caused damage present. You also mentioned different materials on each layer. We can't build the height back up to equal the adjacent slopes so we' have an easy full replacement call IMO. Any other repair-only consideration will yield a non-workmanlike result. For me the 2 or 3 layers decide this call; I don't even need brittle, old, or spaced decking to help me justify this as full replace. The carrier may want something else but let's not forget they elected to insure piece of work. Am I missing something or would a repair really fly in the end?

Depends on the extent of the damage. Certainly a case can be made to replace slopes or an entire roof if the damage is extensive enough. But if the insured put on a third layer and the damage is otherwise repairable.. I mean, they got the shingles on there in the first place. If there's less than 60% damaged to the slope and the shingle is new and in good shape they can repair it the same way they installed it. Is it the best way to do it? No, but that's their pre-loss condition. More than one layer is not good in my view but I can't justify replacing an entire roof for a few damaged repairable shingles on a multilayer roof, if that makes sense. On the flip side some carriers/policies will allow the homeowner to choose which finished surface they want. So if they have an old busted up t-lock on top but a heavy hand split shake as the bottom layer, the insured can go with the wood shake (which is a LOT more than a basic comp roof).
