I think it is UV penetration that damages plastic internally. I live in New Zealand, the UV is strong here. Lots of plastic things fail quickly. I worked at a place making electrical equipment for outdoor measurements. We always used UV stabalised thick plastic enclosures and cabinets. We used black plastic also, which had, I think, carbon dust, in it, which stopped UV penetration. We had some white plastic parts and black plastic parts which were the same, and the white ones failed in a couple months, and the black parts lasted three years. Summer heat and UV work together to weather the plastic. The powdery surface you can clean with some oil, I suspect, that is the break down of the plastic. Some of the materials in the plastic which make the colour pigments, or opacity of the plastic are left at the surface as the plastic weathers. The plastisizers in the plastic, and in paint coatings, evaporate out of the plastic. You can sometimes heat plastic with a flame torch, which can sometimes mobailse some of the plastizisers to the surface, which can make the plastic look new again, look new, not be new. But the cause of the damage to the plastics is the UV or perhaps also heat, so the plastiszers migrate out, and the UV breaks the long chain molecules. Why do you have vents in the roof at all? Why not have them on the walls, below the eves of the house. I have never seen roof vents on home here. It's not a thing that people make here much. I have only really seen them on commercial buildings here.

I’ve tried that, it doesn’t fit most power vents on roofs we replace. What are we to do then?

Seems awfully one-sided in favor of the insurance companies. Considering insurance policies are contracts of adhesion, we must interpret the word “damage” as broadly as possible in favor of the insured. I’ve never seen the word “bruised” in a policy.

Have you ever seen the word "stain" in a policy? What about "chip" or "hole?" There has to be a standard and for hail the one that hasn't changed since I got started in the late 90's is that the matting of the shingle must be damaged - colloquially known as a "bruise." Granular loss is not considered damage by anybody except roof salesguys and PAs.
