It's not the theme, Every windows since windows 7, is literally based on windows 7, if see the files from windows 10, you can find the same files as windows 7, it's because the windows 7 is the most stable version, windows 7 is based on Windows XP (i can be wrong)

Pre-Vista versions of Windows (except 95, 98 and ME) and MS-DOS used the XP text mode setup. Windows 3.1 got the text mode from MS-DOS and XP got the setup from OS/2, an operating system also based on MS-DOS

I was hoping and expecting the windows installation changes to match with Windows’s UI and let windows something experience begin from installation not from OOBE, but it’s almost the same since windows vista Windows 11 24h2 is the downgrade of installation process, they separated options and add more steps to install or repair windows
