North Shore of Long Island New York. Hopefully we see closer to 40 days

For the northern shore of Long Island NY I'm expecting around 28-32 days of snow cover this winter, which is about average for that area. This is expected mainly because weak la nina years typically bring average temperatures and snowfall to the coastal northeast due to the strong variability of the jet stream position we see that brings an even amount of cold, snowy spells, and warmer spells.

It depends where in West Virginia, if you're in the extreme higher elevations of West Virginia, you should expect around 70 days of snow cover this winter which is about average for that area. However, in the lower elevations where the temperature is warmer, you should expect around 30 days of snow cover which is also around average. Very much in line with what we see during weak la-nina years transitioning into a neutral phase.
