Surely you can fit smaller wheels to the panda, I am sure there are smaller Fiat wheels, that way you will lower the gearing, save slipping the clutch.

Normally yes, but not if you're using the vehicle for mowing. A tow-bar kit would be £200-£250, plus £100 for fitting; it would make no sense.
