Azkaban would be filled with mostly children. And of course because the petronus charm is difficult to cast especially by a young wizard it was deemed unlikely to be accidental. Now because the petronus charm is only used to repel dementors and the dementors are under full control of the ministry and are kept at Azkaban as umbridge stated. They can then assume it wasn't in self defense also. The only other explanation is that Voldemort sent them which Fudge doesn't believe at all. So they had good reason to believe Harry produced a petronus charm illegally

One of the most baffling things this movie did was to completely omit the fact that Umbridge was the one who sent the dementors after Harry. If you watch the films only, even when you're done with all 8, as far as you know, it was Voldemort. And it wasn't. I understand the need to omit things, especially from OotP book, which was quite vast, but that was a major twist.

in a way, Voldemort was responsible. You have to remember that Umbridge had one of his horcruxes in her possession, and they're known to have certain effects on those that they're near. Harry for example can talk to snakes, and Jenny was under heavy influence from the diary. So while Umbridge may have been the one to order the attack, she may have been heavily influenced by the horcrux to do it.

He hoped that the Ministry would have to acknowledge that Old Moldy Butt, ( my favorite nickname for you know who, ) was back, because only he or the Ministry could have orchestrated the Dementor attack. Umbridge may have unwittingly played right into Dumbledore's hands by bringing it up directly, rather than merely hinting at it. With the Ministry suddenly thrust into the spotlight, blaming the Dark Lord seemed like an easy out. However, Fudge was too scared of the prospect of the Dark Lord returning that even putting the Ministry under suspicion couldn't make him admit it. Dumbledore simply underestimated how much that terrified Fudge, but if I'm right, it was a masterful lawyer move. 😂
