This is a Woodway Engineering/Whelen light bar used by the Merseyside UK police department. The bar is unique in having Justice modules mounted in the corners, on custom brackets, rather than the expected Freedom modules. From what I've been told, this setup was created as an LED retrofit for existing 9M Edge bars - a cheaper option than buying new Freedoms.
Woodway Engineering is the UK distributor of Whelen and, like other distributors of US lights, sometimes makes custom parts to fit the different needs of local agencies.
The bar has lighted front (white text) and rear (red text) "Police" center panels to indicate the direction of travel. It also has rear facing flashing reds for use as hazard lights. From what I understand, the rear reds are most often activated while a vehicle is parked on scene and some warning is wanted but full blue lights are overkill. They may also be used with police escorts to signal drivers shouldn't pass.
