Would this wool applique technique be only suitable for a wall hanging quilt or is it strong enough to be a bed quilt?

I suppose it depends on the use the bed quilt would get. Wool is sturdy, and the stitches combined with the fusible web should be very secure. Washing might be interesting… especially if you didn’t prewash your wool. I prewash cotton fabrics. I don’t usually prewash wool but if I was making a quilt that I knew I would be washing, I would prewash it as well. You would also want to consider how much use the top of the quilt would get while on the bed… will there be kids, dogs, cats, etc. playing on top of it? I think that would be fine but I haven’t tested it myself. So, long story short, I haven’t done it myself, but I think wool can be used on a bed quilt if you prewash it and stitch it securely.

Will the paper dull your scissors?

The people at KAI told me that there is kaolin in paper. Kaolin is clay (basically). That is what can dull the sharp edge of your scissors. You will eventually, probably, have to replace a scissor. Paper might speed up the replacement time. Depending on the cost of the scissor, that might not be a big problem for you. I usually keep my scissors separate (paper/fabric) by long habit. But my paper scissors don't get bad very fast. I don't know how much this helps, but at least it gives you more information to think about.
