i think the comparisson between cath and caboos from red vs blue is far more fitting than anything else. especially when you mention the confettie shooting gun (freckles). then again caboose is extremly good in many situation... but these are outweighted by the countless ones in which he just kills his team.

At 1:40 it's actually the correct call to down your teammate when they are that low on hp. When you res them they will come back with more hp. Not a good idea on the harder difficulties as you are limited on revives though.
