On December 4th, 2020, Arkansas State Police Dispatch was contacted by a Officer from The Arkansas Highway Police (ArDOT) who was requesting State Trooper assistance on a traffic stop along I-40 Westbound at the 36th Milepost, since the suspects vehicle had its windows covered in a layer of Black Paint.
At approximately 10:35 AM ASP Trooper James Ray was dispatched to assist the Highway Patrol Officer on his traffic stop.
Upon his arrival and passenger side approach of the vehicle, the driver identified as Brian Starnes 31, of North Carolina, accelerated his vehicle, and re-entered traffic, as the Trooper ran to his vehicle he slipped in the wet grass and fell. Both Trooper Ray and the Highway Patrol Officer pursued the vehicle for several miles before Trooper Ray executed a Pursuit Intervention Technique and forced the vehicle off of the roadway.
The suspect BRIAN STARNES re-gained control of his vehicle and re-entered the interstate. However this time he was traveling EAST in the WEST Bound lanes.
The Highway Officer followed STARNES down the interstate. While Trooper Ray continued straight and attempted to turn around in designated areas, which he did. After several attempts to stop the vehicle, and a chase down the interstate driving the wrong way. Trooper Ray positioned his vehicle head-on in front of the fleeing STARNES in hopes he would stop his vehicle. He did not. Trooper Ray was faced with the split second choice to either end the pursuit, or let it continue. And with that being known, in order to protect civilians behind him, Trooper James Ray placed his vehicle directly infront of STARNES and the two collided head on, ending the pursuit.
FIRE/EMS were dispatched to the scene were both the Trooper and the suspect were cleared of any life threatening injuries.
Starnes did initially resist Troopers attempting to take him into custody, however he was eventually arrested and is incarcerated in the Franklin County Detention Center.
Starnes was charged with the following:
1. Felony Fleeing
2. Aggravated Assault on a Law Enforcement Officer
3. Driving with a Suspended License
4. Refusal to Submit to Arrest
ALSO, the footage from the secondary vehicle is from the patrol car of ASP Trooper Kevin Yates who was dispatched to assist in the pursuit. However he spent the entire time responding to the area, and made it on scene seconds after the crash had occurred.

Know yall got paid off First off .... That was me in this video. Second off ...the police all the time make the lower classes lives harder than what they already are and every day citizens also. When u get pulled over , get those tickets. ,get criminal charges etc etc etc. Yeah mind u if ur not doing wrong blah blah blah. But this was during the post covid pandemic.i had alot of things going on that caused me to have a mental break down ... I had lost my cdl class A license , my home , my cars. , my everything within 2 yr time during covid pandemic. And during the time. The police would keep pulling me over for no insurance and revolked license over and over til it came a criminal case. Made bond and then they try to arrest me again the same day in Nc so i took off in a chase thru Nc also. When i was stopped here. I was at a rest area sleeping from being tired of driving from Nc to atlanta ... Back to nc .. then got on i40 and was headed to california. I stopped here in ozark Arkansas and was woke up to state troopers at my window. I didnt think and reacted. Also id like to say i suffer from severe ptsd from having adverse childhood traumas thats caused 98% of my problem with authority and all my drug problems and alot of my criminal record. So ppl please know what the fuk ur talking about b4 u just open ya mouths and speak. 🤷. All good though. Not making excuses either ... Just a reality that made sense and took me 30yrs to come across by a phycatrists evaluations. P. S i wasnt gonna hurt anybody in this chase. I can drive 85,000lb semi trucks , sports cars , street bikes and anything with wheels the officer actually was in the progress of creating a wreck and disaster on the road and dont forget how he caused a head on collision with me that coudve killed us both. Notice how the officer is a fresh rookie and not even 21yrs old. 💯💯. i apoligize for what happened. But it happened and it didnt have to go to that if your laws in Arkansas were the same as other states like Nc. Do not chase an individual and pit them at over a 100mph and ram their car head on either. I was almost killed twice in this pursuit. Amd notice all inhad was a suspended license. That shouldnlet you know something wasnt right. ... I wouldnt do all of that under normal circumstances of just having a suspended license!!! Really though. ... Whats up with the rewards on this thing ?? I deserve something. 💯. And im on parole for 10 years and did over 2 yrs in the penetintiary at super max varner unit in arkansas just for this chase. Smh. 🙁

There is enough( what youtubes standards and policies consider to be hate speeches and hate toward me the driver of this vehicle ) to vring the whole channel down. You only need 3 strikes in 90 days. You know nobody considers what i was going thru at the time , nobody cares that i have ptsd traumas , that i have 3 kids , that inhad lost my whole life right before this happened. None of that ... The fact that you have no shame for your actions and wanting money for your crimes is disgusting. You should be charged for very cent you cost the taxpayers that day and be barred from receiving any possible benefits that rewards you. I drove a tractor and trailer, 18 wheeler, for 20 years across country and I never came across a professional who would do what did. PTSD isn’t an excuse for your criminal behavior. Grow up. Stop whining. Accept your punishment. Apologize to those you transgress. Find someone who can help you see the world differently than you currently understand it. I am glad to be informed that there was no serious injuries, or fatalities. Many times when my husband would come home and inform me on chase pursuits he had enountered that day as being a Police Officer. I loved him very much, i felt as ease when opened up, and informed me of his day. Then there were days he was a hero to someone either it would be delivering a baby, or rescueing a dog off the freeway. Few years ago, after my husband retired, he passed away. There's never a day that goes buy every time I would roll over on my left side, and look at his pillow and imagine his smiling face and he would tell me those heroic stories on how he stopped the crook and rescue a child to deliver a baby. I miss him.

Let's take a moment to admire Trooper Ray's GIGANTIC brass ones. He knew when he made the decision it was going to hurt like hell, but he chose to take out the threat before he could kill someone. My hat is off to you Trooper Ray.

@@nevadaboy9769 The guy fled a traffic stop and his driving put the public in danger. Just an FYI, the legal tint limit in NC is 35% and this idiot had his windows painted black. So the window blackout was certainly illegal enough in both AR and NC to justify the stop. The felony fleeing at a high rate of speed is also enough to justify the PIT attempt. That he had reckless disregard for the safety of the public was demonstrated even further by continuing to flee opposite the flow of traffic on a 70 mph Interstate. If he crashed out at 70 in an offset head-on TC involving the general public, that would result in a closing rate of ~140 mph and would almost certainly have resulted in fatalities regardless of the crumple zone and airbags in the vehicles. If he had hit and killed someone you care for, your story would likely be far different. Lastly, if he hadn't fled, he wouldn't have been chased down and might have gotten off with a ticket for DWLSR. He chose to flee, instead, turning a crappy day for him into multiple felony charges. *reckless FTFY

Trooper Ray, 25, of Franklin County, is a four year veteran of the Arkansas State Police, assigned to the Highway Patrol Division, Troop H, located in Fort Smith. During his 4 year tenure with the agency, the Trooper has received multiple commendations, one of which is being named the National Trooper of the Year 2021, by the American Association of State Troopers. He also, during his career which is just taking flight, has had the privilege of never receiving a single write up, or complaint. Trooper Ray has been described by both civilians and superiors as Empathetic, Selfless, Brave, and Highly Educated/Well Versed on his duties. Trooper Ray had been said to set the standard, on which all Law Enforcement Members and Agencies, across the country should be held too.

I survived a 50 mph head on. I’m a veteran. It was the first time in my life that I actually thought,”not going to walk away this time.” I lost my breath as well. Didn’t even see this gal coming. She was just pulling out from around a truck to pass. Perfect timing. She blew a .32 and walked away.(Physically that is. Our state limit is .08).They flew me to shock trauma.

I was at a rest area sleeping from being tired of driving from Nc to atlanta ... Back to nc .. then got on i40 and was headed to california. I stopped here in ozark Arkansas and was woke up to state troopers at my window. I didnt think and reacted. Also id like to say i suffer from severe ptsd from having adverse childhood traumas thats caused 98% of my problem with authority and all my drug problems and alot of my criminal record. So ppl please know what the fuk ur talking about b4 u just open ya mouths and speak. 🤷. All good though. Not making excuses either ... Just a reality that made sense and took me 30yrs to come across by a phycatrists evaluations. P. S i wasnt gonna hurt anybody in this chase. I can drive 85,000lb semi trucks , sports cars , street bikes and anything with wheels the officer actually was in the progress of creating a wreck and disaster on the road and dont forget how he caused a head on collision with me that coudve killed us both. Notice how the officer is a fresh rookie and not even 21yrs old. 💯💯.

My husband is with the Highway Police in Germany. I pray for his and all the officers safety daily. Here in Germany we rarely have speed limits on the highway, some places there is a limit of 130 kmh. It's a tough job. My husband has just come home , 12 hour night shift on Christmas day. Bless this Trooper for putting his life at risk 🙏❤

I had the pleasure of spending six years driving the autobahns...loved it there. In all that time, I never saw the Polizi pull anyone over. My understanding is that most tickets are mailed to the vehicle owner because you've got cameras connected to radar to nail speeders. I'd be curious how often they actually have to chase anyone?

There was an incident last week where my husband had to chase a car because there have been a lot of cash machines blown up and the robbers have gotten away every time. Well they got away last week too 🤦‍♀️ driving here in Germany is a nightmare due to roadworks everywhere.

I drove past a car and a camera flash went off, and just around the next bend in the road were the other police motioning me to pull over. I had to pay a 10 mark (this was before they went to the Euro) fee directly to them on the spot.

This Trooper Ray did such an amazing job to assure that driver wasn't going to crash into any civilians and i am forever impressed with the Arkansas State Troopers as they handle these high speed chases with ease and their pits are legendary. This trooper was incredibly brave for allowing the suspect to crash into his vehicle to stop the pursuit. I hope & pray he's okay! When I was in high school, there was a bus crash about a block from the school. A classmate of mine came into the school and opened up her locker. She looked like she was worried about something, so I asked her if she was ok. She said she had just been in a bus crash and was still stunned, so she went off to class. A couple hours later, she died from internal injuries. You just never know. 🙏🏻🙏🏻

This trooper is an amazingly selfless person, he truly put his life on the line to stop this chase. I hope he recovered from his injuries if any. He deserves a medal for Valor for this act alone. I saw the moment the adrenaline rush ended he suddenly was ill, having experienced adrenaline crash myself you will get ill and possibly vomit. I am glad that he is well and was walking around. These ASP officers are a testament to solid training and excellence in what they do.

We had a few high speed pursuits around here a number of years ago. At least one resulted in a car hitting a tree and a subsequent death. After that the shift supervisors would get involved and sometimes terminate the pursuit. Often the officers had a plate number and the suspect could be arrested later. Absolutely NOT playing down the heroism and sacrifice of the officer here, but hopefully, unlike in our area, this does not repeat itself often. Places everybody at risk.

That was a brave thing Trooper Ray did. He didn’t want this guy killing any families out on I-40! Trooper Ray is a real hero! I love police for putting their lives on the line daily! They deserve our respect a handshake and even a hug when you see one. Yes, there are bad cops, but I guarantee there’s more good, brave, respectful cops out there than bad ones. Trooper Ray, thank you for your bravery, dedication and professionalism. This chase was intense for all LEOs involved. Trooper Ray’s quick assessment of the situation and quick action - without regard to his own safety - in order to protect the lives of others was nothing short of miraculous. The fact he executed that out maneuver with such accuracy, and at that high rate of speed, was amazing. Glad he is ok.

These Troopers and LE officers are absolute GOLD in their endeavors to protect us and uphold the law. We owe them a great deal as they risk their lives every day for us. I’m hardly believing the out-of-the ordinary ingenuity and bravery of Trooper Ray in stopping this criminal and his car in the high-speed chase, which was endangering innocent drivers on the highway.

The crash was around 30 mph at an angle. If it can't keep the doors open in that, then something is wrong.
