Unless you have almost all your gear and stores in another site, taking your family on a bug-out is probably a really bad idea if you don't have a running vehicle and enough fuel to get there. Even in an inner city environment you probably have a better chance staying home with your stuff, especially if your children are very young or your spouse is not physically fit or capable of a trek.

The first part should be pretty obvious for those with an actual P.A.C.E. plan. 2nd part concerning the inner city; nearly a zero % chance of survival for most people in a scenario like this.

staying in the inner-city is a bad, bad idea... you will most likely have the first day to get out without much violence.. the longer you wait the more of a chance you will have to fight/stealth E&E your way out.
