This is specious argumentation, using loaded language and an either or fallacy or two extremes dilemma. He could have taken the advice of the Justice department and honored the long precedent of not commenting on anything that might sway an election. Moreover, he says his two choices were to speak or to conceal. Conceal is loaded language. Not speaking is not equivalent to concealing. He doesn't seem to have had any problem (then and now) not speaking about the investigation into ties with Russia that exist with Trump and his administration. He doesn't view not speaking about that as equivalent to concealing. As for his idea that by swaying the election with his public disclosure about an on-going investigation, he was upholding the non-partisan nature of the FBI, that's ridiculous. To borrow an expression from Sarah Palin, his arguments try to put lipstick on a pig.
