One way to do this is to separate the "downed" status from the "ability use" status, and only allow the player to shoot if they are not downed. For example: >Set the player as "not able to shoot" when they are downed >Only allow the player to shoot if they are "not downed"

It has probably to do with testing for the red knockdown shield wich is rumored to allow you to whield a p2020 while knocked. This is just a guess but I am a software engineer and develop games in my free time, so I would call it a educated guess: Ending the portal unholsters you weapon, even when knocked, but that wasn't a problem because being knocked did not allow you to hold a weapon, forcing you to holster it again. To make the red knockdown possible the need to allow knocked people to hold weapons, that now causes the bug in the ultimate to give you the weapon, without being knocked taking it away again.

I wonder if this is the same bug which allows Wraith to use weapons at Fight Night on Olympus. I landed hot the other day, thinking I could box a bald wraith to death, only to have her open fire on me in the middle of the ring. Needless to say I was frustrated.
