Fault Lines and Aftershocks: Government's Mishaps in Response to COVID-19 Just a week after the implementation of Enhanced Community Quarantine (ECQ), the normal life in the Philippines has ground to halt in just a snap. Streets are eerily quiet and clear, classrooms sit ghosted. Population's mobility is restricted except for work, necessity and health circumstances; and businesses deemed unessential by the government are mandated to a temporary closure---all in response to the COVID-19 pandemic. The government has been so confident that they had the gumption to implement the said lockdown in the major cities and provinces in the country early enough, but considering today's situation of the Philippines, the negligence and incompetence of the overall response to the pandemic is quite evident. The authorities failed to keep up with the neighbouring countries' preventive measures, extremely underestimating the virus. Instead of easing the burden of the virus unleashed in the country, the lockdown itself added to the pile of problems as authorities failed in addressing the primary focus of it all which is ensuring public health and safety. On the other hand, Filipino citizens are still puzzled on the necessity of the implemented curfews and how it will aid to flatten the curve wherein they already are observing serious "health protocols" to lessen the transmission of corona virus. Going back, upon the imposition of the total lockdown mandated by President Rodrigo Duterte, the country has to remain under these situations for the next few weeks or at least, in an attempt to slow the relentless spread of the virus. Filipinos were troubled and in fear of the uncertainties of what's coming in the next days or months. According to the World Health Organization (WHO) situation report in the Philippines, 140 confirmed cases of COVID-19 and 12 deaths were already recorded days before the massive lockdown, which shows that the government underestimated the virus, with the fact that DOH already confirmed the first Filipino carrier on the early days of March 2020. Joey Salceda, congressman of 2nd District of Albay recommended the lockdown of the whole NCR on March 9, 2020 right after Duterte signed the Proclamation 922, placing the entire Philippines under state of public health emergency; but President Duterte turned down Salceda's idea as it would "hamper the flow of basic commodities". The number of cases steadily increased until then the decision of the lockdown. Some citizens see this as one of the reasons why the number of cases tremendously rose from mere 140 to the present record of DOH that reaches to 499, 490 with 21, 980 active cases and 8,733 deaths. COVID-19 is a global crisis, which, first and foremost, is a public health issue. Implementing the lockdown was a great leap indeed to help flattening the curve but the Philippine government leader has faced the virus in a quite "militaristic way", perhaps. Instead of making the citizens understand the importance of staying at home in the midst of the "war with the unseen", curfews and strict compliance was ordered for all citizens except those of frontliners, with penalties for being outside. The lockdown, however, is not inherently a bad idea. It was, simply, implemented without further plans, and addressed to the public inadequately. Aside from all the fear brought by corona virus, the deaths of thousands, and the uncertain measures of the government, what's more scarier is the immediate aftermath of COVID-19 wherein poor families are mostly affected--contending with hunger. With no immediate sources of income and virtually nonexistent savings, many homeless and slum residents definitely bore the brunt of the said lockdown. The number of Filipinos that strive through hunger has reached a high record during the ongoing pandemic, as Social Weather Stations (SWS) found in its latest quarterly survey for September. What's worse is that the number has been steadily rising up since May, just two months after NCR and the rest of the country were locked down under ECQ. In the present record, SWS said that by September, 7.6 million households did not have enough commodities to consume and eat, and of these 2.6 million households, 2.2 million was reported experiencing "severe hunger". In fact, the World Bank (WB) reported that some 2.7 million Filipinos will join ranks of the poor in 2020 because of the double shock of the pandemic and the loss of their jobs because of the imposed restrictions on lockdown. In response to this problem, President Duterte signed the Republic Act of 11469 or Bayanihan to Heal as One Act. Under the said law, the Department of Social Welfare and Development (DSWD) will provide social amelioration measures to Filipinos most affected by the COVID-19 situation. Cash aid between PHP5,000 to PHP8,000 will be given to the most vulnerable sectors. This was of a great aid for the Filipino families shocked by the pandemic but because of the current situation, the government only dedicated a PHP200 billion cash aid assistance program to support 18 million Filipino families in need of financial help during the coronavirus outbreak for 2 months. But then again, the aid of the government wasn't enough to feed all of these Filipino families until the next few months, not until the overall situation flattens thus reopening job opportunities and sources of income. With the facts stated, implementation of nationwide lockdown actually was driven out of rush and lack of further planning, more like putting the whole country's sake in a trial and error test and poor decision making. Fortunately, most Filipinos weren't dumb enough to completely rely and depend their lives solely on the government, thus, independently seeked solutions on their own just to survive, for still, no one knows when all of these COVID-19 issues will end. The government, however, is not perfect or yet, there is no perfect leadership. Hopefully, the whole pandemic and the mistakes of the Philippine authority will serve as an eye-opener for everyone on how important planning and studying a situation is in making decisions; as every Filipino should apply in choosing a sound leader in the next generations. Distance, an alternative tool of showing how far or how near one's subject from another. It may also show how a mere mile, meter, inch and etc. affects diverse state of daily life, starting from relationships, communications, and even one of the factors in foolproof dictating one's future: education. Distance may or may have not contributed to the students learning acquisition, most crucially as nowadays, learning will never be the same again. One of the alternatives in order to alleviate students hardships, peer-pressure, and the determination to bridge studying -- online and modular learning. Although, study shows that these alternatives have may its prejudice and compromises despite its luxury effectivity. Online and modular learning may look effortless to try out but it's not easy as what it seems, as not all is previleged -- starting from financial stability (in order to get learning modules, it's a must for students to spent even a single penny as acquiring one is further required) or online learning where not everyone is graced to have their own paraphernalia such as an own gadgets (laptop, smartphones, tablets, etc.) and Philippines not so friendly wireless fidelity connection. Another factor to be tackled is the students mental health, as distance learning is deemed necessary, student have its closets of struggles in order to pass paperworks on time, pressured to pass school works despite its low quality input for the sake of passing on time and to earn ... passing marks. Looking through these basic inferior issues students faces in these academic crisis. Distance is one of the key elements that showcases how an academic freeze may not be a bad idea at all, with some unscrewing some necessary slotted screws, though it'll be such a fever dream. EDITORIAL: Following pandemic rules is saving thousands of lives It’s easy to make fun of COVID restrictions like the recent placement of Washington County in Vermont’s yellow zone, but these are the sorts of rules that have made the Northeast one of the safest places to be in the last few months during a pandemic that has wounded the entire country. Vermont puts regions in zones based on a formula that considers the number of positive COVID cases, the number of people sick with the disease and other factors. Washington County had been in the green zone, but was moved to yellow on Friday of last week. Despite notices that went out, a lot of people were unaware of the change, and about 20 students in the Slate Valley Unified School District in Fair Haven, Vermont, ended up in quarantine because they took part in weekend activities including apple-picking, baseball and dance lessons in Washington County. 10 Italian towns perfect for social distancing It’s terribly inconvenient for those students and their families, and it’s easy to mock the rules and point out inconsistencies. Crossing the border to shop for groceries is allowed, for example, while apple-picking, which takes place outside and is probably safer, leads to quarantine. But that is the way rules are - they have an arbitrary quality. The line has to be drawn somewhere, and the necessity of grocery-shopping is a factor here. Families have to have food to eat, but they can forego a fun trip to the orchard. You will always be able to find inconsistencies and absurdities in a law. An experienced driver in a well-maintained car is a lot safer going 66 on the highway than a new driver in a worn-out car going 65. But each mile per hour faster gets a little more dangerous, and since speed can be measured, it is subject to legal restriction. We are dealing with unpredictable human beings, some of whom are doing their best in uncertain circumstances. We are also dealing, unfortunately, with people who are not doing their best but are flouting the rules without regard to the danger that creates for others. We have seen, in dramatic fashion, what strict rules and coherent enforcement can accomplish. Early on, New York was in the worst shape in terms of infection and death. The huge improvement in our circumstances can be credited to an aggressive state response and the millions of New Yorkers who have stayed home, worn masks and generally been careful. It’s likely the terrible outbreak in New York City in the spring scared New Yorkers and inspired us to take the virus seriously. Now, with many people back at work and students returning to school, we have to try just as hard to keep it at bay. We are also entering flu season. Coming down with the flu and COVID-19 would be a nightmare for anyone, and if COVID-19 is seasonal like other coronaviruses, the pandemic could worsen in the next few months. All this mask-wearing and social-distancing is hard, and it’s a hassle, but we have to soldier on. The great influenza of 1918 persisted for two years but did, finally, fade. Modular Distance Learning: to continue learning and our dreams, in a safe way against the pandemic. Modular learning is a form of distance learning that uses Self-Learning Modules (SLM) based on the most essential learning competencies (MELCS) provided by DepEd. The modules include sections on motivation and assessment that serve as a complete guide of both teachers' and students' desired competencies. A module structure is especially important in online learning environments, as it provides an aid in the presentation and application of the online teaching and learning process. When students are aware of the structure of the course, they spend less time guessing about what is expected of them and more time focusing on the content and activities. The structure, including the elements and how they are sequenced, is one you define. The structure of each individual module may be unique, or it may be a consistent pattern that is repeated throughout the course, in which case, the structure of the first module you create can serve as a pattern or template for other modules in your course. Keep in mind a possible module for your own course as we consider what could be a part of a module. Disadvantages. Too many modules can reduce performance (speed). ROMEL PAPILOSA TOLING BSED ENGLISH II "MODULAR DISTANCE LEARNING " The start of 2020 has been rough for us. People were caught up in various issues and dilemma especially when the pandemic breaks out. Works were disrupted and education were temporary hampered. As the world were suffering global pandemic , the Department of Educational proposed various solutions to continue the learnings of the students. They implemented the modular distances learning approach between teacher and students in order to utilize education. They also imposed a convenient way for the students to learn if modular learning is not possible in their area and that is to indulge the stud in online classes. However, convenient as it may sound the are cases where not all students have the privileges to take online classes due to inactivity of signal and lack of gadgets. Moreover, some took the route of modular approach and risk their exposure to people just to provide for thier education. As DepEd provides the learning materials, students and their parents were tasked to get the modules every week in their designated distribution. Exposure to coronavirus may be at stake but social distancing and protocols were also imposed during the event to overcome the crisis. Im my point if view, the modular approach approach is way more convenient for the students than indulging themselves in online classes: except for those who doesn't live nearby the school and lives far away from the city. Unlike in online classes where deadlines were to stiff. Modular approach were way too flexible yo comply since the gap of retrieval measures for a week . Modular distances bridges the gap of learning progress of the students . It help us, students to continue pursue knowledge despite the crisis that everyone is currently facing. However , as those solutions bridges the gap of education . Its still hard for some of the students to be self_sufficient in studying since not everyone was fortunate enough of being a fast learner. Face to face classes is still much better after all students were being guided by their teachers and professors personally. To sum up, for the education to remain unhampered. Modular distances were implemented to provide better solution in pursuing education but at the same time, there are students who's also having a hard time in coping up with the implemented systems . In the end, its still much better to pursue education in an efficient environment where skills and knowledge were utilized in their full potentially by the students and their professor .

Online Learning Education is the key to success and in the world today, learning can take place in a traditional classroom setting, as well as online. Although these are both methods of educating learners, there are differences that benefit the specific learner. A traditional classroom setting is where learning takes place and the teacher provides face to face instructional learning to students. Students are also able to communicate face to face with the teacher as well as other students in the classroom. On the other hand, online learning is where courses are taken online, but the teacher and students interact or communicate online. This may take place in a video chat room, virtual learning class, emails, digital telecommunications, and etc. Society has made used of the technology we have today for learning. It has moved on from the traditional classroom and whiteboard style to online learning with the supplementation of the mobile phone. People are in search of many new ways of learning. One of the most popular methods is online learning. Unfortunatelly, this manner has not only advantantages but and disadvantages. Online method of education are advantageous for many reasons. First of all, it is a very convenience. A human can use a computer access and Internet connection anywhere, for example, at home, outdoor or even on a bus. This benefit is especially important for people who live in remote ar rural areas and cannot recolate or commute to school. However, it is also useful for parents who want to study young children at home or any student who prefers to work in the comfort of their own home or coffee. Moreover, online learning is more cheaper than traditional classroom academic or trade course. These courses are unpaid. Students can save money. For example, they do not have to pay for course of fees. On the other hand, online learning has the negative aspects. To begin with, limited social interaction prevents to study how much time an individual wants. Always online programs give people a possibility of limited to use their programme. Later students will have to pay money if they want to continue a course further. Furthermore, the only method of communication of online learning is through e-mail, chat room or discussion groups. People cannot interact with others to face to face. It is the unnatural cummunication way. Humans do not see and feel relationship with classmates and feedbacks. In conclusion, online manner of education has both pros and cons. In my mind, online learning is necessary for humans due to it relieves and accelerates a method to deepen themselves skills. MODULAR DISTANCE LEARNING Since the beginning of the current academic year, after being delayed due to the coronavirus pandemic, there have been a multitude of complaints in the modular distance learning distributed to the students. Most of there have seemed fairly minor to create a completely new program in a very short amount of time. To recall, the modular distance learning program was made necessary by a directive from President Duterte that physical classes in school should not be held until a vaccine against the coronavirus becomes available. Although the decision to forego traditional classroom learning while the pandemic is still in progress has enermous challenge, it seems to have been the right call. The experience of other countries, where the pandemic has not yet been brought under control. The program is a combination of online lessons and printed which is the module that delivered or picked up the students in order that they can complete the lessons on their own. The teacher they monitoring for the learners that they are progress her/his performance. And also the parents they guide her/his child for there modular. There’s many student that they learn his/her own different ways. modular learning it's a big help for they others because they can save her money like paying her/his bordinghouse , riding motor or may be trickle, bus and etc. and also they can study whenever, you are. TOXICNESS AND INSENSITIVITY AT ITS FINEST. Experiencing this unexpected Pandemic is not an easy problem as we face today, nor is it easy for us to manage ourselves, particularly in our daily lives. We experienced pain deprivation and our population is causing starvation because of this pandemic, but I think the worst part that I hate that happens today is instead of doing help to our fellow men, is that a lot of people who are so full of satisfying their selves in corrupting money from people rather than supporting those people who are homeless and experiencing great hunger, they prefer to do poor things just to fill the cup of their useless desires. This pandemic is affecting our population and our economy too much, and it has opened up more doors for greed, as well as what I have learned from other news, there is a huge amount of support that came from the government keeping those in politics who are self-centred rather than providing help to those people afflicted by this pandemic, for they hold for their own sake. Corruption in the Philippines, like the coronavirus that plagues the country and the world at large, is not anything new. It is something like an endemic, deep-seated, and deep-rooted virus that has infected the nation since time immemorial. It is a social challenge and a mammoth stumbling block to good governance which, even before the outbreak of covid19 in the region, had penetrated not only the government but even the private and non-government sectors as well as Philippine society. As well as more than anything, the topic of fraud in PhilHealth victimizes the needy, ill, and poor Filipinos who are being deceived on medical assistance that should have been used to cure their diseases and save their lives. Doing kindness to our fellow men and our country can lead us to greater things and it is also our duty to love them just as what God has done for us. Change will not happen unless we start it on ourselves and one day, those politicians who corrupts money for their own sake will also experience what our fellow Filipinos are suffering right now, because they have no have no rights to take things that are not for them. Students can also access these materials by downloading electronic copies through their computer,or smartphone,that connects to a technological world as of today's happenings. Materials or gadgets that students will need or use: Smartphone, Laptop/USB,or printed Module. Modular Distance Learning is a home study of a student,which their parents can be guide as a teacher of their modules,free to ask questions or even in internet it could be a basis in answering but do not plagarized it's bad, make sure if you get answer on the internet it will be recognized, mentioning the author. Students are expected to complete the task and submit their outputs on the given deadline of the instructor. By studying at home,it gives to the students the eerie feeling of freedom and luxury of being less pressured. I Know all students may be adjusting to our situation today, from the traditional school set up they were used to but in this time of pandemic it's better to be safe,stay home. Learning in the new normal is a challenge for the teacher's, students and even parents. This new way of learning brought by covid19 pandemic can be an additional challenge during this tough time. Unmasking the veil of Modular Distance Learning Classes for the school year 2020-2021 in public schools and some recognized private schools have started Monday, October 5, 2020. Schools, teachers, students, and even parents are about to enter a new set-up for learning. For a long time, they have been used to face-to-face classes in a classroom set-up. However, with the coronavirus disease 2019 (Covid-19) pandemic, the Department of Education (DepEd) will be implementing new modality of distance learning to ensure the safety of both teachers and students. It is an immense challenge faced by our country's educational system all along with the entire Philippine Government. According to DepEd's Basic Education Learning Continuity Plan in this time of Covid-19, released on May 2020, "distance learning will be a key modality of learning delivery in the incoming school year." It involves individualized instruction that allows learners to use Self-Learning Modules in print or digital format, whichever is applicable in the context of the learner, and other learning resources. It is crystal clear that everyone may be walking on a road not yet taken. This alternative learning mode will be implemented in the country posing great challenges not only to teachers but to parents and learners too. In the shoes of a teacher, it will be about how to ensure that the students learn and understand what they are teaching. They will also have to make an extra effort in helping the parents understand the module and maybe, the lesson for the day too. It will cost them vast effort to deliver and cater the needs of learners with diverse needs and interests.As for the teacher and students, it will be the first time to be in this kind of learning set up. It will be a direct purposeful experience for many of the learners to learn from their teacher without being in the same room. Though it will positively bring out the creative thinking in the learners, it also poses challenges to some learners in need of professional assistance at home. On the other hand, for the parents, who will play a crucial role in the new learning system, it will be a challenge for them to find ways to help their children. It will cost them additional effort to assist their children at home in dealing modular tasks anchored to learning. It is a fact that some of the parents lacks adequate knowledge to assist their children, therefore it is a challenge that may cause another problem in ensuring desired learning results. This is especially true for some parents who were not able to finish elementary or high school. With most of the learning done at home, parents will be expected to also assist their children in getting school done at home. It will make the effort doubled for those involved in the educational system of the country. The pandemic has thrown a curve ball with parents, teachers, and students adjusting to a new normal. With the current hot water we are in, we have no choice but to adapt to it. It will be one rocky road for the schools and their students but we should never back down. We should not falter in the eye of the enemy no matter how strong it get. We bend to survive. That's what we do as one, as Filipinos. We are resilient.

COVID 19 AND DISTANCE LEARNING: The goal was to identify student academic challenges and the unforeseen benefits of distance learning, and to use that information to inform practices that can be implemented during crises that impact university education. From time immemorial, faculty lecturing in a classroom setting, students listening, taking notes, asking questions, and getting those questions answered have been the backbone of traditional academic education. With advancements in communication technology such as the telephone, radio, television and most recently the internet, new methods of learning, including distance learning, have emerged. Through the internet, students can now obtain instruction and learn with ease at home by simply clicking a few buttons on the computer to listen live or asynchronously to a professor thousands of miles away, interact with the professor, and solve problems without having to physically be in a classroom. While a more expensive option for education in terms of set up, distance education has progressed in concept and practice from an “anywhere” to an “anytime” education delivery method. This online learning has a good purpose, and to give and unmeet a good education to all learners who want to study inside and out the schools. Eventhough this is not appropriate for all, because everyone cannot afford to buy a computer or cellphone. But as a students it is convinient for us because we can log the coarse whenever it suits for our schedule. Online Learning Amid Pandemic Education is also affected of the dangerous corona virus disease today. The learning of students is the most priority during this pandemic, so that Public and Private schools provide online learning for students to continue their learning even though pandemic. Online learning is a little changes for the learning of students. In fact, with a little effort learners may find it enjoyable. Online learning doesn't mean it will make learners learn different from what learners expected, just like face to face learning it is also have communication to teachers and classmates online with the use of google classroom and sending activities via email or messenger. Through online learning students also can complete assignments at home on their own time but will have a due date. Online learning is not only for students learning but also to the teachers performing better in learning and for students it enhance their comprehensive ability. The advantages of students, they can knowledgeable in using technology, develop their interest in learning and decrease the cheating during exams. With the chronological transformation of residential institutions for education, vocational education, organization education, student centered education etc.., open and distance education has been flourished. The existence and expansion of any medium of education mainly depends on its acceptability and success. Learning materials serve as major learning resources for distance learners, and quality learning materials help students learn effectively at a distance. Developing course materials for open and distance learning is a continuous process. A variety of staffs with a wide range of expertise are involved in producing a distance education course. That means a team of academics involved in distance education will be responsible to develop each program. Modular Learning: A Remediation or a Dilemma MANILA, Philippines- March 2020 professed the Nation wide’s lock down. From then on, the Economy are falling; illnesses are spreading; Politics seemed to be in haywire; poverty is undeniably right next door; and Educational system is at stake. The whole nation is at its breaking part. In just a snap the whole nation had been paralyzed- considering how ill-equipped the country is. The sudden occurrence of the pandemic called, Corona Virus (covid-19) made all the Filipino citizens fear and panic. This outbreak have brought a lot of adjustment in all aspect, mainly in Education. The Educational system in the country has to modify promptly. Before the Academic year starts, the Government had long been deciding whether to consider the “Academic Freeze” or go on with the “Modular Learning” and/or, the “Blended Learning”. Modular Distance Learning and Blended Learning has seen as the most feasible as to providing remedy on the said outbreak. Particularly, the newly modified educational system were a trial and error test. Whether it will succeed or plunge. Moreover, all these modification had been implemented for the welfare of both the students and the teachers. The Department of Education believes that education should not be compromised. “Education cannot wait”, DepEd Sec. Leonor Briones, said in an interview with GMA news. DepEd assured the legislators and the public that the government was all set for the opening of the classes and been insisted that, teachers are advised about innovative teaching strategies, improved internet access, and modules are set for distribution. Under modular distance learning, printed modules will be handed and retrieved from the parents weekly. Also, modules are said to be the backbones of the modular distance learning, as these would become the main instrument to be supplemented. However, coming up with the implementation of the newly modified educational system is not an ideal choice as for the students and parents favor. Undeniably, the whole world is still far from being resolved and being healed, basically, due to negligence and poor decision making of the government and law makers. And, the ignorance of the public about the protocols implemented by the higher authorities. Some groups, argued that it might be better to take on “academic freeze” instead of allowing schools to operate while the pandemic is still raging, but this controversial proposal was then rejected, since it might do more harm to young people whose right to education will be denied to them. Modular Distance Learning, however, has its share of advantages and disadvantages. The main advantage of Modular learning is that, first, it allows the student to work and study on flexible work hours. Second, students can always learn at their own pace. Third, students can save transportation fees. Fourth, students may be improve their media and information literacy, for most of the activities are being done and sent online. Lastly, students can save time, money and energy going to school. The downside is that, first is the depleted quality of education. Second, the lack of knowledge on familiarizing with the tools of online learning. Third, student’s speaking skills may recede as a result of missing the actual discussion. Fourth, teachers tend to give a lot of task to students, more than they can that could lead them to stop their education as they feel they cannot go on with much workloads. Fifth, lack of social interaction. Sixth, students tend to take lot of freedom and end up missing their activities. Seventh, student’s practical and theoretical knowledge may slack off. Lastly, students become too much dependent on the given course materials and on the internet. Additionally, parents are obliged to take part the teacher’s duty, that is to give enough quality of education that their children deserves, but, have not been trained to teach and assist and are not ready to deal with it. Lucky for those students whose parents are well- equipped and can guide them all throughout the entire course. Unfortunate for those students, whose parent’s intelligence are much lower than theirs. They leave no choice but to cope and strive harder. Change is inevitable so as the raging pandemic that has been with us the whole year round. Along with its clear pros and cons, does the modular distance learning best for the welfare of its countrymen or just an added dilemma? Research has shown that student’s performance is much more fascinating than to face-to-face mode of learning. Aren’t you alarmed that this may be an indication that the students are highly dependable on the internet nowadays? Lights On, Lights Off: MASELCO's weekly power outage Installation of coal fired power plant is the answer to the woefully unsatisfactory power distribution of Masbate Electric Cooperative. MASELCO is the distributors of Electricity in the province of Masbate. Based on research, MASELCO belong in SPUG or Small Power Utility Group here in the Philippines and there is no transmission lines like in other cities. Majority of this cooperative that belong in SPUG is always experiencing brownouts like Catanduanes, Camiguin, Mindoro and Batanes. But what is the cause of brownout? It occurs when electricity demands exceeds the supply of electricity being produced or generated. Sometimes due to the faults at power station, damage to electric transmission lines and fuse or circuit breaker operation. Consumers kept on complaining due to the unappropriate service of Masbate's power supply since they are paying their electric bill properly but MASELCO's can't make a good service and can't provide the demand of Masbatenos.The sudden power interrupt cause problems in electrical products especially in high-tech items like Television and Computer. Power shortages has not only affected the daily lives of its consumers, but has also suppressed local business activity thereby imparing economic growth in the province. Students and Teachers are affected on this sudden power outage especially when they have an ongoing class or online exam. Amid public clamor the Masbate Electric Cooperative in turn appealed to DPC to adress the power problem by deploying new generating unites. Prior to the full operational coal fired power plant and installation of 69 KV transmission lines to the ares experienced frequent brownouts due to tripping of the transmission lines and voltage problem. For me it’s really hard combine work and study because I’m also a working student, It’s hard to study while working, I’m experienced to take a break from work , you can take the exam. Your exam has time and you also have time to work. You need to hurry to take the exam it is very difficult because you need to adjust for the Deadlines given by your teacher. Modular learning is a form of distance learning uses self-learning modules not everyone is a past leaners modular distance learning is really difficult because the internet connection is first and foremost, and there are student who afford to provide a cell phone you can learn at your own peace and you will be motivated in yourself and self-discipline and you save time there’s no time wasted in going to and from college and you can pursue a job a long with studies even its hardtop earn money it it’s helps parents you but you can still study well when you come home even if it is different to synchronize. Modular distance learning is really difficult for students especially in areas where there is no signal and cell phone to be able to communicate with the teacher for the transfers to be sent to school. On the other words,Modular Distance Learning was implemented when time,people suffered with the spread of coronavirus pandimic. Modular Learning is a form of distance learning that uses Self-learning Modules (SLM) based on the Most Essential Learning Competencies (MELC's) provided by the DepEd.The modules includes motivation and assessment that serve as a complete guide materials of both trachers and students desired competencies. As,Technology and Internet connectivity remains a problem,of most students.Most of the parents and students preferred Modular Learning over online learning.The teachers make their own strategies on how to release the modules to the learners.The parents must go to their respective School to get the modules of their children.The modular approach situates student to learn the comfort of their homes.Limited contact with teachers will place parents or guardians as the the learners model or the "More Knowledgeable other" (MKO). Online Learning: E-mind 2020 brought everything in new and e-learning is part of it. Education is changing drastically, with the rise of e-learning whereby teaching undertaken through digital platforms. With the sudden shift away from school, some are wondering how we will able to handle it and some are doubtful whether it could be an aid to academic performance of the students. Could the move of online learning be the catalyst to create new and more effective method of teaching-learning process? Somebody believe that the unplanned and rapid move to online learning - with no training and little preparation will result to poor user experience that is uncondusive to sustain learnings. Some students without reliable internet access and/or technology struggle to participate in digital learning. Some cannot provide or cannot afford for load or wifi to access sites needed for every outputs and will not able to take the online exams for every subject also, the downside of this learning system is that once the professors send the hand out, it is already considered 'discussed' even if there is no discussion at all. A national survey taken earlier this year by Millennial Branding showed that of more than 1,000 students or 78 percent believe learning in the classroom to be easier and more effective than learning through online courses. Meanwhile many believe that this new hybrid model of education will emerge with significant benefits. Students can participate in classes from anywhere in the world provided they have a computer and internet connection. In addition, the online format allows physically challenged students (or teacher) more freedom to participate in class. Many students have the ability to learn much from online classes, widely agreed that what sets online learning apart is the heavy independence upon individual to put time and effort into the course. Could be "...and with the rise of e-learning, a new form of education has been created whereby you are taught through the use of digital platforms." And "Somebody believe that the unplanned and rapid move to learning -" is also very awkward. It could be "However, some argue that the inadequate planning, and rushed preparation of online learning may hinder academic performance." The title is straight forward, but also very generic. It could be: The Modern Foundation of Technology Becomes A Catalyst For Change. Your title should be straight forward, but still engaging and connected to the topic. Your wording shouldn't be awkward, and you should provide quantifiable evidence, and avoid using vague descriptors such as "more" etc.

DMCI Power: is the sole power provider in the main island of Masbate. DMCI Power Corporation (DPC), a wholly-owned subsidiary of DMCI Holdings Inc. was established in 2006 to energize the small and remote island in the country that is not connected to the main power grid. DPC utilizes all available technology that could provide reliable and sustainable supply of electricity to the islands. DPC continues its vision becoming a major off-grid player in the Philippine power industry. The company provides off-grid power to missionary areas through long term power supply agreement with Masbate Electric Cooperative (MASELCO) DMCI Power is the sole power provider in the main island of Masbate. It currently supplies the province within 24.4 megawatts load capacity. The diesel generators are located in strategic municipalities of Mobo, Aruroy, Cataingan, Balud, and Cawayan to provide stable and reliable supply of power throughout the island. Since its commercial operations in July 2010, the peak demand for power in the island has increase significantly from 9MW to 17 MW. It will serve the province for more than 15years. Last May 20, 2017 the DMCI Power Corporation partner with Masbate Electric Cooperative (MASELCO) has upgraded its network and help avert power outages in the island and to improve its distribution network by replacing reclosers in the distribution line feeders located in PV Corpus, Magsaysay, Buenavista and Mobo in the province of Masbate. “The improvement of the distribution system will greatly minimize the negative effects of line faults and will ultimately benefit the end-users,” DMCI Power President Nestor Dadivas said. A reclosers is a circuit breaker that automatically switches off power in distribution line segment or section during power overload or line faults. It limits the impact of an outage by isolating the faulted section from the rest of the distribution system effectively curtailing domino-effect of power line interruptions. As a result of installation power supply interruption due to line faults has decreased significantly in MASELCO service area. Based on technical reports, around 47 line tripping were contained and isolated in the PV Corpuz feeder segments since March 31, while around 20 line trippings were reported in Magsaysay, Buenavista and Mobo since the installation last April 12, and 28, 2017 Back on 2004, with the work of the Philippine government on PPPs (Public-Private Partnership) DCMI signed a comprehensive agreement that included helping the government prepare a regulatory framework for first-time private sector participation in 14 high subsidy off-grid areas, draft model agreements and design and implement a competitive and transparent process to select private power providers. Victoria Verano’s 15-year old barbeque stand operates according to a simple recipe: good food, fired up with reliable electricity, yields a sufficient income for her family. But on the rural, remote Philippine island of Masbate, where Verano lives, unreliable yet costly electricity ate into profits for far too long. “It was very hard for us to earn money,” she remembers. In the Masbate PPP, IFC helped attract DMCI Holdings to the project. The local power and construction company invested up to $23 million in the rehabilitation and upgrade of power generations services, which reduced the generation costs by half. The new system resulted in substantial efficiency gains: energy loss was reduced from 27% to 17%, which translated into more affordable rates for citizens who had never before known the benefits of uninterrupted access to energy. The New Normal: Distance Learning We all know how it's hard to adapt this new normal academic learning because of this Pandemic called Covid-19. It’s been an extraordinary and extraordinarily fast transition, affecting everyone's life from the youngest children entering school right up to young adults in universities. Beacause of that many children stopped because they can't afford to buy some gadgets for this new normal because of lack of money. Most affected by this New Normal Distance Learning are those people that don't have access to the internet. Most likely, in the Barangay like me who are living far from the city. It's very hard to locate where their is a cignal. And most of that, when it's rainy, that's one of the biggest problem. All this means that students from the poorest families, without Internet access, are more likely to be denied education widening already deep educational inequalities. Because education is strongly linked to later jobs, income and health, setbacks now will last a lifetime. If online education is to become more inclusive, public educational institutions and those that fund them must do more to ensure that more learners can benefit from new technologies. Modular teaching is more effective in teaching learning process as compared to ordinary teaching methods because in this modular approach the students learn at their own pace. Challenges of online learning during pandemic. Covid 19 is the reason for the closure of all schools. Since covid- 19 existed, the method of instruction has changed and now the educational technology and online tutoring is the most highly valued in the worldwide. Base from the observation studies have shown that children extensively use their senses to learn and effective through use of technology. However, many students participating in home learning programs which is the workload of online classes is larger than that of regular classes. The general consensus is that home learning programs although highly beneficial and a good alternative to school as school are closed still require some getting used to by students, as it is novel concept and not many are experience with them. The true sufferers of the government order of school closing are the students in less fortunate situations and the students who are in schools that are not well funded. This is because those students is lack of the devices and internet access to be able to participate in online classes, and the schools do not have the capacity to teach online. Despite the lack of a Nation wide lockdown, schools remain closed, meaning to say the students who have no access to a device or internet connection will have difficult time maintaining their education. Due to these factors, they will be in very difficult spot educationally until the covid 19 pandemic dies. In this situation, the government should make extra efforts to support the education sector and build a sense of solidarity among schools such as by facilitating network between national/public schools to share experiences and study methodologies for online teaching.

POWER SUPPLY IN MASBATE STABLE AND AMID PREVENTIVE MAINTENANCE; DMCI MASBATE POWER The DMCI Masbate Power Corporation (DMPC) reiterate that the power supply is enough to meet the demand requirements of the Masbate province despite the shutdown of some of its maintenance which is critical to its operations. Currently, the total dependable capacity of Masbate power plants is 20.80mw. The DMPC being tge power supplier is committed to providing safe, sufficient, and reliable supply of power to the consumers. Thus, when DMPC shut down its generating sets early this year (January) for its maintenance schedule, DMPC made some source that it provided a backup generating sets to avert load shedding in the franchise area of its costumers. Additional generating sets were developed in Aroroy and Cataingan of 1.80w and 3.4mw respectively which were put online on February 17,2016. This is to ensure sustainability of reliable power supply in the province. DMPC emphasized that as responsible power provider, it always makes sure to have a back-up generator sets prior to performing preventive maintenace activities making sure that it supports the po we demand of the province more particularly within the franchise area of MASELCO. As such, DMPC coordinated with Masbate Electric Cooperative (MASELCO) prior to the implementation of its maintenance activities. The MASELCO as the power distributor, allocates the available power within its franchise area and implements the power interruption schedule among the users. DMPC further clarifies that it was nothing to do in choosing which area/s in the province shall be affected in case of power interruption schedules. Meanwhile, the on and off power outage experienced by the consumers are caused by the preventive maintenance request of MASELCO to give way for the replacement of their dilapidated poles and right of way clearing activities which are critical to its operations in distributing safe,sufficient and reliable power to its consumers. DMPC manager, Engr. Amante C. Rante said "Our power generation system is stable and there is enough supply in our power plant operations. Moreover we have commanced coordination with and requested support from all our partners in informing the public in instances when there are inadequate power supply affecting certain areas". LIGHTS OUT Social media becomes the new means of communication. It is also the source of getting different reactions towards something taht happens either in the past or today. Lots of people are nagging through their status about power supply here in our province. Everyone is being aware that electricity is very much important, since we badly need it this time. MASELCO provides power supply all over the province. Black outs happen almost every week, every Friday, every after two to three days, or the worst most of the time. Pandemic brings all of us in relying to the use of electricity, since educational system continues. We need to continue studying for the sake of our dreams, and that means we badly need power supply, since the government doesn't allow the traditional way of teaching. Students must attend classes online. And so the importance of electricity is something truly we need. The Energy Investment Coordinating Council (EICC) headed by the Department of Energy (DoE) previously classified the Masbate coal plant as an energy project of national significance.The company’s diesel power plant in the municipality of Mobo is set for commissioning in December, Romeo Acuesta, Maselco project supervisor and acting general manager, said. Acuesta added that the construction of two 5-megavolt ampere (MVA) sub-stations in Cataingan and Aroroy are underway. The Aroroy sub-station is to be commissioned within the month while the testing of the Cataingan sub-station is ongoing. Also, the National Power Corp. (Napocor) is performing tests on its 69-kilovolt (kV) sub-transmission lines and upgrading its existing 10 MVA power sub-station to 20 MVA to augment the current capacity and the power quality in Masbate. These projects of DMCI Holdings Inc.’s subsidiary will ensure a more reliable power distribution service in Masbate, Acuesta said. But he expressed concern that the Masbate diesel power plant, whose capacity is 22 MW, is not sufficient to meet the energy demand of the province.Hence, the NEA, through its Regulatory Affairs Office, is reviewing the power co-op’s existing power supply with the firm and its power supply procurement plan to determine the needed additional capacity to meet the current and future demand.“The 15 MW coal-fired power plant cannot accommodate the present demand of Maselco. Year 2020 became a huge messy year after COVID 19 spread rapidly and taking lives of people around the globe, as the fear of people rise because of this pandemic the world economy and education was greatly affected making our government adjust and embrace the so called ‘new normal’, modular distance learning is one strategy of the DepEd to reach the students and to continue giving them the knowledge they need amidst this pandemic we are all facing right now. After the DepEd announces this new normal method It is clear that for many, they are about to enter uncharted water here. Many of these alternative learning systems are about to be implemented on a large scale posing a challenge to not only the teachers and the students but also the parents. After the DepEd announces this new normal method of teaching many parent and students disagree since they have said that it only double the loads of work of the parents and teachers. For teachers, it will be about how to ensure that the students learn and understand what they are teaching. They will also have to make an extra effort in helping the parents understand the SLM and maybe, the lesson for the day too. As for the students, it will be the first time for many of them to learn from their teacher without being in the same room. NEA's action to Masbate's Power Supply According to the news I've read from the website, the National Electrification Administration (NEA) conducted a coordination meeting with DMCI Masbate Power Corporation. (DMCI) and MASELCO representatives last April 30, barely three weeks after the DOE ordered a performance assessment and audit on the struggling electric cooperative (EC). The DOE wanted to evaluate the services of MASELCO in terms of its distribution system, power supply contracts, power supply planning and dispatch, operational matters as well as its utilization of the province of Masbate. Last April 10, DOE issued Department order No.DO2019-04-0011, which created a task force with the NEA as member to assess the electric cooperative and " ensure the quality, reliability, security and in line with the total electrification program " of the government. The initial after mission report of the NEA yielded recommendations, such as the establishment of substations in strategic locations to reduce system loss, improve power quality and reliability; review of power supply agreement; and harmonization of projects, among others. The NEA recommended that the co-op start the process early for the application of its capital expenditure plan to the Energy Regulatory Commission (ERC), acting its importance" and "to sustain the gains of its improving operations". It will helps students to continue to learn and makes everyone better because of this situation. Those modules make students to read in advance, motivate and can do self-study at the same time. The structure of module widely develop every learner's competences so that Self-Assessment Activities(SAA) or End of Module Assessment(EMA) is enough to serve as a complete guide. But there's a disadvantages using over modular. First, there a student whose inactive cause of power supply, loss of gadgets or no internet connection. Second, some of students are not following the instructions that's why teachers got in trouble on how they handle the situation or criticize the mistakes of their students. And lastly, not all of students are good in self-study so there's a tendency that they will rely to someone who are good enough or pay for someone who will do it for them. The Government of the Philippines is taking many measures to monitor the spread of the virus, including travel bans, the closing of schools and universities, and the preparation of national police schools in the Philippines. Philippines witnessed a slower economic growth in the first half of 2019, compared to 2018. CORRUPTION AMIDST PANDEMIC:"HARDEST THING THAT NOW FACING OF OUR COUNTRY" Pandemic is not easy problem that we are facing today,also it's not easy for us to balance especially in our everyday lives. Because of this pandemic we suffered pain poverty and also increasing of population that cause hunger in most filipino, but the hardest part that happened instead of doing goodness to our fellowmen and to our country theirs a lot of people that are being self centered instead of helping those people suffered poverty and hunger they choose to do bad things for their self interest only. Sadly, the pandemic that is devastating our people and our economy has opened more opportunities for corruption, as what I have observed theirs a lot of help that came from the government being hold of those in political that are being self centered instead of this help give to those people affected by this pandemic they hold it for the sake of their own. As what I have watch on the video, he is a blind person with disability, according to Pres: Rodrigo those with disability person is the priority of SAP program but this person with disability can't accept this help that came from the government. As what I have seen I feel pity for him because he is very poor and can't live with his own because he is a blind person, but the question is why he didn't noticed, if we think he is the fist priority according to Pres:Rodrigo, that is why I said that this pandemic has a big opportunities for corruption. Another thing corruption in the Philippine Health Insurance Corporation, when I was young and grow up to be a lady and now affected by this pandemic its first time that I heard a news that philhealth are corrupted , that is why for me this pandemic is unacceptable even it has advantages effects. Yet those people live for their own sake those people that are involved in corruption I will consider them as a "Political Animal". The great divide: online learning is only for the rich Due to the closure of schools in the midst of the COVID-19 pandemic, the Department of Education suggested online learning as a bridge in the education gap - one that poor students cannot cross. The Philippines has been brought to a standstill when the pandemic strikes the world. Everything stopped abruptly as the government imposed a lockdown in March. One of the most affected sectors is education. Schools all over the country closed down. In May, President Rodrigo Duterte put an emphasis on prioritizing the country’s safety above all else. "For me, vaccine first. If the vaccine is already there, then it's OK," he said, explaining that schools will only reopen once the vaccine is available. The timeframe of this happening is still unknown. The Department of Education (DepEd) took it upon themselves to come up with solutions for the students to continue learning despite the situation. One of which is the shifting of the traditional face-to-face classes to virtual platforms. While on any given day this idea would sound innovative, in this virus-stricken world it just appeared unthinkable. This decision has been criticized by many. This pandemic has severely impacted the finances of every Filipino household yet they are still expected to shed money to provide for their child’s school needs. With the economy down, these additional expenses and stress are just too much for poor families. For students to be able to participate in online classes, they will need a gadget such as a phone, tablet, or laptop. On top of this, they will also need a stable internet connection. Online platforms such as Zoom and Skype require heavy data consumption. This means that a 50 peso load subscription would not suffice for a day of usage. Not everybody can afford online learning. It can be recalled that an incoming Grade 9 student in Santo Domingo, Albay committed suicide. That student was depressed for not being able to afford gadgets needed for online classes and not wanting to cause an extra burden to his already barren family. People tapped authorities to be as sensitive towards the lower class Filipinos as the topic of mental health. When Secretary Briones announced that the opening of classes will push through, several youth groups, universities, and student organizations called for an academic freeze. They insist that an academic freeze would truly embody the “No Filipino learner will be left behind” slogan by DepEd. They cried for inclusivity and equal accessibility to education. This idea, however, has been turned down as DepEd said this does not take into account the effect of prolonged interruption of learning to the students. Some private schools were allowed to start their online classes as early as July as resources were readily available for the well-off students enrolled in these institutions. For most of the public schools, the opening of classes was pushed to October as DepEd scrambled to finish the necessary preparations. Modular learning was preferred by most parents and students due to the lack of means to participate in online classes. However, modular learning still needed to be supplemented by online materials and resources as some activities required students to watch videos or research on topics. This still poses a problem for students who do not have internet access. This pandemic has highlighted the inequality between the rich and the poor. Never has this been directly felt by the poor Filipino students until they see their classmates and peers enjoying the luxury of learning at home with their latest gadget and high-speed internet connection. This calls for the authorities and the government to act upon this matter with fairness and sensitivity. It is only appropriate to implore them to see this problem through the eyes of the students who are incapable of keeping up with school responsibilities because they don’t have a conducive learning environment in their homes. MODULAR AS DISTANCE LEARNING October 5, public school re open in the middle of the pandemic of a still untamed Coronavirus outbreak in the country that has so far claimed over 5,000 lives and left 4.5 million Filipinos jobless. Despite calls to postpone classes until 2021, the department of education of millions of Filipinos students should not want. Modular learning is the alternative learning that DEPED implemented. The important one is that it allows for better evaluation and more focused revision and improvement. Modfying a module is easier and more effective that revising a course on one large module. And even we are in our home we still learning, we can study anytime we want. And we can do a household chores even we are studying. But all of this advantage their is also a disadvantage. Module can reduce performance. Excessive and/ or modularization can lead that is difficult to read. And the most concern of the parents are the guiding and teaching method. How they teach their children if even themselves cannot understand the module. How they guide their children if their children are high school but the parents is only elementary level and their is also a parents that is eliterate. And even my mother also struggling. And also the students will lose their social capabilities because obvious reasons, first they're just staring a screen all day. Second they won't be able to talk people because they're prohibited to go outside, and also the effects of modular learning they're limited to the lesson only given in the module. But despite of all trials that come to our life, world just pray to God that this pandemic will end soon so that today's situation will end also. Coronavirus patients: Resisting their longing In the middle of the fight against covid 19, coronavirus patients are not just fighting for their recovery but they also fighting for the longing they feel inside. Longing for their touch, embrace, love, care, concern, longing to see them, longing for the warmth that only their family or love one can bring or give, because their family are not allowed to visit them in the hospital because of the high risk to be get infected by the coronavirus. Longing is a strong feeling of need or desire for someone or something. Longing is also an emotion that can affect our health. Most coronavirus patients are kept in isolation, which means, if they become critically ill, doctors and nurses are the only people they see in their final ours. Doctors say they usually share the emotional burden of treating someone with that person’s family. But covid 19 doesn’t allowed that. Covid 19 doesn’t afford the family a final glimpse of their loved one. Coronavirus patients doesn’t only find difficulties in fighting for their recovery they also find difficulties to deal with their longing, in our hard times we need someone in our side to hold on and to give us more courage, strength and motivation to fight. Because there is no better than having a face to face in touch. Coronavirus can weaken our body but besides it, it can also affect some aspect of our mental or psychological health, poor emotional health can also weaken our body’s immune system that can worsen the symptoms of coronavirus. Covid 19 patients are also resisting their longing and some aspect that coronavirus can bring in our physical, mental or psychological health. To make sure that learning remains unhampered, DepEd implemented a distance learning approach - a learning delivery mode where interaction takes place between the teacher and the students who are geographically remote from each other during instruction. This means lessons will be delivered outside the traditional face-to-face setup.The Self learning modules (SLMs )will be distributed tO all student in printable format serves as they weakly lesson. Modular learning is the most choosen method of those student and this new normal system . Through this method they find it easy to study but, along the way there are still difficulties that students as well as the teacher is they have to faced in this current situation. Howerver, if you choose online learning or modular there are still problems and errors that needs to be resolve . (Masbate's Power Supply) "Ay Pundido!" We are all saying that having such reliable power supply make's our daily life comfortable. Perhaps, it's the truth. In the province of Masbate, Maselco Company gives good service but this year, brownout is a headache for all of us. Electricity is one of the biggest needs of our life, without it we are not complete because all of us used to rely in Electricity in all devices we had. Cellular phone's and appliances using electricity and so much more devices that needs an electricity is part of our daily lifestyle. DMCI Masbate also said it had been negotiating with its creditors and suppliers for “cooperation and support to ensure temporary supply of electricity to Maselco.” It also said that Masbate Gov. Antonio T. Kho gave its assistance as well as the Department of Energy, the National Electrification Administration and other local government units, which it said had given their assurance “that the necessary reforms to resolve the issues will be implemented.” Other's see it as a fault of the company and others too has there own thoughts on why there is an interruption of electricity but for me it's just normal. In manila, the Marelco Power Supply also having a power interruptions so how come our power supply can't have too. How come? How come we want a good power supply if we can't even follow the rules just like paying bills on time and accurate. Most of all, if we want to live with a good power supply we must know that not every time we can use to spend it in every second, it is because they also need to do there job like fixing some electric damages just like what is happening in Mobo that's why they need to stop the service every Friday morning till afternoon to ensure that all can access and benefits of their service. I'm not biased in each side, the Maselco costumer's and the Maselco Power Supply Company. It's just that being costumer too, we really can't deny the fact that when there is an interruption to the power supply, we are complaining to the service they give, it is because we use the electricity in every doings we had and the things that we were doing is being interrupted also. Its really frustrating all the time the electricity is being interrupted particularly when we are doing something very important just like answering modules for some student's and other people. I know its not really a good idea when there is an interruption but we must also understand them or the company itself, they are not perfect, so we must understand each other. They do their best to give a good, reliable, and comfortable service they could give to their costumers so we must learn to avoid the small considerations and patience. As for being one of the customers also, I know how to deal with responsibilities of being a costumer. For my fellow costumers, just please create a habit of paying bills on time for you not to have a disruption of your electricity issues. Cause how come? How come we want a good power supply if we don't even follow the rules just like paying bills on time and accurate. "Ay Pundido naman an ilaw! (Masbateño language)", that's the exaggerated line of my Mama everytime the electricity is being interrupted and we were just laughing all the time she exclaimed that lines. It's like everything is being filtered with dark shadow's particularly in the night. It's really difficult but we don't have a choice but to deal with it. Filipino's has an exaggerated personality, that's why we are being stagey in the thought of losing or having an interruption to our power supply matter. It's not like it will end forever, the interruption because it will always be back after a while. Year 2020 became a huge messy year after COVID 19 spread rapidly and taking lives of people around the globe, as the fear of people rise because of this pandemic the world economy and education was greatly affected making our government adjust and embrace the so called ‘new normal’, modular distance learning is one strategy of the DepEd to reach the students and to continue giving them the knowledge they need amidst this pandemic we are all facing right now. Teachers, students, and even parents are about to enter a new set-up for learning. For a long time, they have been used to face-to-face classes in a classroom set-up. But because of the threat of the threat of the the pandemic which is the NCOV (Covid-19) pandemic, the Department of Education (DepEd) will be implementing new learning distance learning to ensure the safety of both teachers and students. Based on data gathered via DepEd’s National Learner Enrolment and Survey Forms (LESFs), 8.8 million out of the 22.2 million enrollees (39.6% of total respondents) preferred modular distance learning for the upcoming school year. After the DepEd announces this new normal method It is clear that for many, they are about to enter uncharted water here. Many of these alternative learning systems are about to be implemented on a large scale posing a challenge to not only the teachers and the students but also the parents. For teachers, it will be about how to ensure that the students learn and understand what they are teaching. They will also have to make an extra effort in helping the parents understand the SLM and maybe, the lesson for the day too. As for the students, it will be the first time for many of them to learn from their teacher without being in the same room. Meanwhile, for the parents, who will play a crucial role in the new learning system, it will be a challenge for them to find ways to help their children. This is especially true for some parents who were not able to finish elementary or high school. With most of the learning done at home, parents will be expected to also assist their children in getting school done at home. It will be double the effort for those involved in the educational system of the country. The pandemic has thrown a curve ball with parents, teachers, and students adjusting to a new normal. The DMCP: ENLARGING THE POWER FOR GREATER SUPPORT The DMCI Masbate Power Corporation (DMPC) emphasise that the power supply is enough to meet the power demands requirements of the Masbate power shutdown on its mainland despite experiencing the power interruption. Its shutdown is needed to give way to preventive maintenance which is critical to its operation. Currently the total capacity of Masbate power plant is 20.80MW which is more than enough to cover the Masbate Electric Cooperative. DMPC is committed to provide safety and efficient, and reliable power supply in its stake holders. The power interruptions is to provide buck up and avert power shedding on the area of its respective customer. Additionally generating sets has been deployed in Aroroy and Cataingan (1.80MW and 3. 4MW) that has been posted online on February 17. This is to insure that there are sustainable and enough power supply in whole Masbate. The power interruption that has has been experienced lately is the cause of preventive maintenance of Negata 2(6.2MW) but it is urgently replaced its lost capacity by Agrekko(5MW) service generator set to enlarged the power in the province. This replacement is been running since May 28 and has been given power service to Maselco. The DMPC as the provider ensure that there are enough power supply regardless of its preventive maintenance to meet. The demand and supply power to tha province specially to the franchise area of the Maselco. The Maselco as the power distributor ensure to locate the available power in the franchise. Inform and implements the power interruptions schedule. The power outage that has been experienced by the customers is due to preventive maintenance is requested by Maselco to replaced the damaged poles and clearing activities which is critical to the operation of safety and reliable power to the mainland. The DMPC is stated that there are enough power supply and they are commencing coordination whit their partners if their is insufficient power supply to inform the areas taht are affected by these power outage. Maselco: The Bright Side Masbateños are pleasing Maselco Electric Cooperative Incorporation due to its poor distribution utility of power supply. Uninformed power interruption that causes hours-long outages and the financial statement being released is unreasonable for the services they rendered. Masbate's power supply makes people conclude that Masbate is the “Brown Out Capital of the Philippines.” But, did sometimes cross in our minds about how many population they are providing power supply? What are they doing to provide power supply? Are the linemen in-charged safe? Maselco Electric Cooperative Incorporation is generating a facility to provide a power supply maintaining more than 713,000 population of Masbate Island and the province of Ticao and Burias has a population of 187,000 although they have their own small power plants in the said area. Since 2007, DMCI power corporation has been supplying Maselco's electricity. It was last June 2017 when DMCI cut the power supply of the entire province because of its unpaid bill worth 320 million. National Electrification Administration (NEA) take over the management of the failing cooperative and establish own satellite office to monitor developments, as to what Governor Antonio T. Kho ordered. On their day to day life, Maselco is conducting activities such as replacement of rotten poles, clearing activity, replacement and upgrading of poles, repair of detach primary jumper, replacement of damage cut, and clearing of line fault. All of these are their activities to maintain and provide the power supply of Masbate. They are surely doing their part to give the best service. Linemen are in-charged to maintain and secure that the wires connected to our roofs are not giving any life threatening events. They are the one who risk their lives to fulfill the duty and responsibility they are in. Some linemen experienced falling from the post and the very dangerous one is being electrocuted. They are risking their lives to give light and brightness in our homes. Sometimes we tend to see all the wrong doings and mistakes of an individual without knowing what they are going through. Never judge the actions without knowing the history. Instead of complaining let us understand and give our long patience for this matter. Let us try to put our toes on their shoes. Masbate Power Supply: The Project for Improvement Power distribution reliability in the province of Masbate is foreseen to improve once the 15 megawatt (MW) coal-fired plant begins its commercial operations next month, according to the Masbate Electric Cooperative, Inc. (MASELCO). MASELCO Project Supervisor and Acting General Manager Romeo Acuesta disclosed that the Masbate Diesel Power Plant of the DMCI Masbate Power Corp. (DMPC) in the Municipality of Mobo is set for commissioning in December this year. In addition, the National Power Corp. (NPC) is currently performing test of its 69 kV subtransmission lines, and uprating its existing 10 MVA power substation to 20 MVA to augment the present capacity and the power quality in Masbate. These projects, MASELCO project supervisor and acting general manager said, will ensure a more reliable power distribution service in the province by December. DMPC currently operates a bunker/diesel-fired plant in the Municipality of Mobo and satellite diesel generation sets to cater the power needs of the towns of Aroroy, Balud, Cataingan, and Cawayan in Masbate. To recall, the NEA, which has supervisory powers over 121 ECs nationwide, took over the operations and management of MASELCO in 2017 due to the latter’s failure to settle its overdue obligations to DMPC. "The Mysterious World of 2020" The Year 2020 is the beginning of the Mysteries happening in our world, a shocking and tragic tragedy that is constantly interrupting our world, A disease that we can not explain when and where it really started. It is very sad to think that in every situation we face today, every movement of every person is limited which limits our freedom as well as our happiness ,where our world suddenly changes without expecting it in our lives. This is the year we will never forget because this year we experienced how difficult life is, everything has changed as well as our education has changed and it is called Online class or Modular and its badly sad to think that most students are losing hope because of the sudden changes role and routine in our education. Masbate: The Brownout Capital of the Philippines "MASELCO advisory: please be reminded that there will be a power service interruption from 9:00am-12:00nn in all areas of Masbate." This is the most exasperating announcement and a typical scenario almost everyday for all Masbateños. Brownouts again and again creating aggravation and inconvenience for everyone. Masbate's intermittent power outages is responsible by the Masbate Electric Cooperative (MASELCO) for their gradual performance towards improving its distribution services, power supply dispatch, operational matters as well as its utilization of the power generation and transmission system disruption causing brownouts or interruptions in daily basis making it as a natural circumstance for all of us consumers. "MASELCO blames trees and birds as the root cause on Masbate intermittent brownouts. " National Electrification Administration management team representative Abdul Rahman Malik cited this above-mentioned ear-irritant and redundant excuses of Maselco whenever power interruption occurs. Hence, he layed solutions to address the power problem as such, full operational of coal fired power plant and installation of 69 KV transmission lines; construction of loading sub-stations on strategic locations including upgrading of the cooperative’s power distribution facilities. Now, in many places, school and university classrooms are on laptops and smartphone screens, and the Internet has replaced physical books. It’s been an extraordinary - and extraordinarily fast - transition, affecting everyone from the youngest children entering school right up to young adults in universities. Researchers are starting to study its full impact and its implications - for students, for staff and for the organizations that create and supply educational-technology platforms. Tertiary education has been venturing into online education for some time. Long before the pandemic, universities around the world were offering massive open online courses (MOOCs) as a supplement to face-to-face teaching and learning. Now, as online courses become more central to university teaching, it will be important to rigorously assess the impact of this change. All this means that students from the poorest families, without Internet access, are more likely to be denied education - widening already deep educational inequalities. Because education is strongly linked to later jobs, income and health, setbacks now will last a lifetime The pandemic will force a large number of institutions will remain closed, and online learning will substitute for the real thing. But if broadband and laptops are the equivalent of the teacher, the library and the laboratory, it cannot be acceptable that these are available to only a fraction of students. EDITORIAL: The safety precaution which is implemented can save millions of people in the whole world COVID laws, such as the recent location of Washington County in the yellow zone of Vermont, are easy to make fun of, but these are the kinds of regulations that have made the Northeast one of the best places to be amid a pandemic that has wounded the entire nation in the last few months. Based on a formula that considers the number of positive COVID cases, the number of people sick with the disease and other variables, Vermont places regions in areas. Washington County was in the green zone, but on Friday last week it was switched to purple. A lot of people were unaware of the move, despite notifications that went out and about 20 students in the Slate Valley Unified School District in Fair Haven, Vermont, ended up in quarantine because they took part in weekend events in Washington County, including apple-picking, baseball and dance lessons. In Italy they observe social distancing which became the new good model to all. For those students and their families, it's incredibly uncomfortable, and it's easy to ridicule the rules and point out inconsistencies. For example, it is legal to cross the border to shop for groceries, whereas apple picking, which takes place outside and is presumably safer, leads to quarantine. But that's how laws are they are consistent in an arbitrary way. The line must be drawn somewhere and the need for grocery-shopping is a concern here. Families have to have food to eat, but for a nice outing, they will miss going to the orchard. You would always be capable of discovering inconsistencies and absurdities in a law. The terrible outbreak in New York City undoubtedly terrified New Yorkers in the spring and encouraged us to take the virus seriously. Now we have to try just as hard to hold it at bay, with many people back at work and students going to school. We are entering the flu season as well. It will be a nightmare for everyone to come down with the flu and COVID-19, and if COVID-19 were seasonal like other coronaviruses, the pandemic could escalate in the next few months It's hard to wear this mask-wearing and social-distancing, and it's a hassle, but we gotta get the soldier on. According to de Vera, flexible learning which will be implemented this year is not new. "We are ready because our top universities have been doing flexible learning even before COVID. (MASELCO) with the partnership with DMCI supplies the whole province of Masbate the electricity that they need. Cooperation between the two might bring us a better service but a lot of problems and complains arises. Billing of the Electrical consumption is very costly for the consumers and that they haven’t experienced the service correspondent to the amount they paid. Every time the consumers receive their bill they always fell disappointed. Informed and uninformed power interruption is one of the complaints of the citizen of Masbate. Students, parents, businessman, and other profession is greatly affected in this power interruption. Just like students rely on electricity on their online classes so is the businessman rely on it for their operation. According to Ben Kritz, 10 years later Masbate will get its own coal-fired power plant. And it will bring us more reliable electricity supply. It remains a question if MASELCO last that long? The MASELCO projects about the improving of power supply resources in Masbate, the DMCI is the main project of MASELCO. Although Masbate have a different power supply resources the National Electrifican Administration implemented that the power supply resources needed to additional the power resources, also the NEA indicated that the power resources of Masbate Province cannot accommodate the energy demand in the present, that's why they needed to improve the power resources of Masbate. Modular Distance learning: Modular is the trend of teaching in New Normal. The Self learning modules has paved the way to continue the teaching and learning process in the Philippines.Educational System during Pandemic which gained positive response and comments for the parents of the learners. The DepEd was tasked to identify the different delivery modalities which are suited to implement during pandemic due to cancellation of face-face learning as mandated by the President Rodrigo Roa Duterte.The Education Undersecretary Jesus Mateo iniated the survey through a 45 day enrolment period which was ended july 15, 2020 using learner Enrolment Survey Form for the solicitation of parents response about their opinion about the learning modalities that are suited to their learners. The results revealed that Modular Distance Learning is the most prefered by the parents which showed 8.9 million responses from the parents for the a reason of having the students studying at home using self learning modules. Through studying at home using modules learners can continuesly learn with no risk from contagious COVID 19. It also gives solution to the problems of Instructional delivery in a new normal setting. The government should also extend their help and assistance to the Department to improve the implementation of Modular Learning to promote better learning in the country during new normal. "Masbate Electronic Cooperative, Incorporation power supply" The National Electrification Administration(NEA) is coordinating closely with the Department of Energy (DOE) in it's performance assessment and audit on the Masbate Electric Cooperative, Inc.(MASELCO) to find appropriate solutions to address it's current problems. The NEA Management and Consultancy Services Office(MCSO) has been assisting MASELCO towards improving it's distribution services despite limited resources at it's disposal. The DOE wanted to evaluate the services of MASELCO in terms of its distribition system, power supply contracts, power supply planning and dispatch, operational matters as well as it's utilization of the power generation and transmission facilities in the province of Masbate. Last April 10, DOE issued Department Order No. DO2019-04-0011, which created a task force with the NEA as member to assess the electric cooperative and "ensure the quality, realibility, security and affordability of electric power supply within it's franchise area in line with the total electrification program" of the government. Prior to that, an audit team composed of technical personnel from both the DOE and NEA has already been sent to Masbate last year to examine the overall power situation in the province through the coordination among MASELCO, NPC, and DMPC. The Accountability Game The spread of COVID-19 in the first quarter of 2020 clearly blew the world with a drastic change. When the world Health Organization announced it as a pandemic, the world was shocked with immense unpreparedness. This tested the world leaders in how to deal with their constituents. In this novel crisis, what happened to the Philippines? What decisions were made? Filipino researchers and health practitioners were made aware with this pandemic in the first place. Thus, they expressed strong recommendations to restrict travel and export from the countries affected by the pandemic. However, the authority refused to do so. This decision made the situation perpetuate when the first infection in the country doubled, quadrupled, and the rest is history. A lot of things should have done prior to this debilitating scenario. First, the authorities should have listened to science. After the science has showed the possible effects as well as the precautionary measures, the authorities should have taken heed of it. Second, the authorities should have established clear policies. After knowing the do’s and don’ts, clear and consistent policies should have been established. Furthermore, these should be justifiable and impartial. The implementation should be consistent along with the penalties regardless of the people, yet, these should remain morale. Third and lastly, Moving Forward should be planned. We can’t be at home forever. Economy will die if isolation and lockdown will continue. This will test our flexibility. From online classes, to online transactions, payment, to name a few. Creativity and flexibility were put to test. Consequently, each person should learn to adapt to this change. It has been said that we live in a world with interdependent freedom. We do things and face the consequences of these actions. However, in times of despair, who should be held accountable? Each person is said to be responsible for himself/herself. But what should we expect from those who govern us? In a world where we put our trust to some seated people, the same accountability expected from us should be upheld by them. We exist interdependently in this feat we call The Accountability Game. NEW NORMAL Due to the spread of Corona virus disease (covid 19) one of the most affected is the education. The chef executive Rodrigo Rua Duterte directive told that there is no face to face classes will happen until the vaccine becomes available. Therefore, The Commission on Higher Education (CHED) and the Department of Education (DepEd) implemented the blended learnings. For the students to continue their studies and for their safety both teachers and students. Many schools both public and private used modular distance learnings such as Osmeña colleges in masbate city. Modular distance learning involves individualized instruction that allows learners to use self learning modules (SLMs) in printed or digital format which ever is applicable in the context of the learner and the other learning resources. It is favorable to those students who lived in rural places who cannot enable to have online classes because of low internet connection. It is challenging for those parents who need to assist their children specifically to those who can't able to finish elementary. MASELCO: A POOR POWER SUPPLY IN MASBATE PROVINCE Masbate Province is one of the most poor power supply in the entire Philippines, Masbateños are suffering all of this are blaming to the Electric Corporation. Well, should be the corporation to blame? What is behind the power supply of the Province? Masbate Electric Cooperative Inc. or the very known Maselco was the main source of the entire Province. It was organised, incorporated and registered with the National Electrification Administration or NEA on November 23, 1977. The authorisation to operate an electric light and power service was issued on March 13, 1978 but the permanent certificate of franchise was granted on July 8, 1981 for a period of fifty years which had covers over fourteen municipalities and one city in mainland of Masbate. The growing population of Masbateños lead to overused of electricity, because in one house it has an appliances such as television, rice cooker, water pump, electric fan, washing machine, air con and many more. The members of the family are alternately using those appliances and consumes a big supply of electricity. The bigger the population is the higher demand of power supply. As one of Masbateños I just realised that its not all about the corporation but it also affects the consumed abused of the consumers. Let's not just blame the corporation all we need is to help each other to have our Province have an improvement in the coming year to be waiting. After all this 12 years later, Masbate gets a real power plant it took far longer than anyone anticipated, but barring an unforeseen calamity, the biggest part of the Province of Masbate will soon have more reliable electricity supply when the new DMCI coal-fired power plant located in Mobo. Now, in many places, school and university classrooms are on modules, laptops and smartphone screens, and the Internet has replaced physical books. The Department of Education (DepEd) delayed the opening of the school year and offered Self-Learning Modules to students at home and some are on online learning. Student should be able to handle the new form of learning, difficulties arise for those who lack of resources. Tenth grader Aileen Suarez said that although she opted for modular learning (printed format given to students who don’t have internet access), some subjects require online research and take online exams. Her parents cannot afford to buy a laptop or cellphone. She have to go to a computer shop to do a research and would need to pay P50 to pay for it.l, which already huge amount for them because Aileen parents have no regular jobs and the "new normal" is harder than expected. Families who have more dissposable income find themselves in a more furtunate situation. Module class is more stressful and fatigue to both students and teachers inorder to acquire quality education as they need to spend more time on modules ,its a self learning process and self discovery. MASELCO, It's Power Interuption The MASELCO's power supply interrupted it's service due to some common problems. It made some of the Masbateños to be irritated when it talks about the power interruption. Why does the power supply continue to be interrupted. Brownout has always been a problem in the province of Masbate where sometimes the MASELCO cannot supply power to its people and lead the said province to by disturb by heat and silence. The Masbate's power supply was being constructed every Thursday and Friday and made some of the Masbateños become irritated. The electricity were expected to service the entire province but it has a problem wherein the megawatts that were yielded to MASELCO which was interrupted for more hours a day. The said line faults that lead interruption happens from 9:00 am to 5:00 pm had made the netizens become irritated due to its power supply. Even the MASELCO gives an advance reminder on what day and time the electricity will be interrupted, the netizens are still not satisfied. In the midst of a pandemic: A plan to resume face-to-face classes is Irrational. Most of our teachers and employees are being infected with COVID-19 due to the lack of safety precautions in schools while they were obliged to report physically, these problems should be excellently resolved first, before allowing students to end up the same way. In terms of facilities and procedures to ensure the safety of students should this initiative be realized, (ACT) or the Alliance of Concerned Teachers raised questions about the readiness of schools, noting that the nation still faces a shortage of classrooms and lacks health facilities in schools. "How will the government ensure these given the big shortages in classrooms and teachers, the lack of water supply and hand washing facilities in schools, and the glaring absence of school nurses?" Even prior to the pandemic, classroom shortages were a concern. In one school, a class of 70 to 80 students was allegedly intended for a class of just 50 depending on the classroom. Class shifting was introduced to accommodate enrollees annually to compensate for the shortage of classrooms. The Department of Health (DOH) said that it was open to resuming face-to-face classes in the Philippines, but only in areas where there is "low to minimal risk" of coronavirus cases. “ONLY IN AREAS WHERE THERE IS LOW MINIMAL RISK” they are putting lives at risk. Instead of minimizing to spread the the virus they make it more critical, why? Simply, they can’t handle and manage every person to just posting a posters saying “OBSERVE SOCIAL DISTANCING” it’s hard to infer a specific rules if the policy maker itself can’t handle what they implemented. Education Secretary Leonor Briones said that DepEd was studying the possibility of conducting "limited" face-to-face classes in 2021, given the recent developments on the COVID-19 vaccine.Briones added that DepEd was preparing a report to get a clearance from the DOH and the government coronavirus task force, noting that this would only be done in "absolutely safe areas." Until there is no presence of greater health services and infrastructure in schools and free mass testing and contract tracing are properly implemented, the lives of not just the students alone but also their families and teachers will be at risk if the resumption of physical classes is immediately implemented. The Virus still exist. It doesn’t die immediately, knowing that it is a pandemic affecting not only a particular place but a huge count of place. It is not easy to just follow the rules at this point of time where in your lives really matters. The government couldn’t handle the whole problem once all the students became affected of Corona Virus. The Government are concerned only to what the future would be but knowing that future itself relies on the hand of every person- students that they put into a risky situation. We as a student, to call on the national government to subsidize the internet and gadgets to be used by all students and teachers, and to plan adequately for a genuinely healthy return to physical classes by substantially enhancing the health infrastructure of all schools, ensuring safe and affordable public transit, and other health initiatives to make it possible for all schools to return to physical classes. But if you aren’t in an area where Coronavirus is spreading locally, your chances of getting it are reasonably low. If your area has a high number of cases, take the risk seriously. Wherever you are, follow your local public health authority’s guidelines. The situation is changing rapidly, so it’s important to keep yourself informed. While people of all ages can be infected with Coronavirus , 4 out of 5 people have a mild to moderate illness and recover. People over 60 years old with pre-existing medical conditions are more likely to become seriously unwell. These conditions can include high blood pressure, cardiovascular disease, or diabetes. In march this year, president Rodrigo Duterte declared that metro manila and the entire Luzon is under enhance community quarantine (ECQ) because of the coronavirus pandemic. Works and education were temporary hampered. The department of education implemented the modular and online classes between teachers and students, as the world suffering from this pandemic. However some students faces struggles because of this learning approach, lacks of gadgets and the poor signal was the main reason of the problem, they risk a lot to provide for thier education. Could it be a good or applicable experience for everyone? Advantage and disadvantage of modular learning: Nowadays, online learning turns out to be more and more practiced it is represents as an easy and comfortable method to achieve knowledge in almost every field. (MASELCO) was organizef, incorporated and registered w/ the National Electrification Administration (NEA) on Novermber 23, 1977. The provisional Certificate of Franchise an electric light & power service was issued on March 13, 1978. Maselco is the only electric service provides and serve the province for four decades. For many long time, Masbateños became passive on the kind of service they offer since people don't have any choice. So the question, Is the Maselco still good enough? Unending power interuption, high bills and poor services are some pf the comments that you can see in Facebook. This Power outage is one of the serious problems that Masbate faces, but does it really have a solution for that problem? And we all knew that Our work, Schoolwork, leisure, healthcare, economy, and livelihood depend on a constant supply of electrical power. Even a temporary stoppage of power can lead to relative chaos, monetary setbacks, and possible loss of life. Our cities live on electricity and without the customary supply from the power of Maselco, pandemonium would break loose. Power outages can be especially disastrous when it comes to life-support systems in places like hospitals and nursing homes, or in co-ordination facilities such as in airports, train stations, and traffic control. A power outage is a short or long term loss of electric power to an area, although a power outage is a problem there is a lot of solutions. The Consumers felt irritated every time it has a power outage even Maselco give notice before for having a power outage sometimes they give late notice for having a power outage that the reason why some Masbate consumers get angry and don’t understand and keep posting on Facebook about the problem of the Service of Maselco. According to Jon Kabat-Zinn Patience is a form of wisdom. It demonstrates that we understand and accept the fact that sometimes things must unfold in their own time. The most common cause of power outages: severe weather. But there’s often more than a single cause of a power outage; you can have multiple reasons for a blackout. Power lines along the road and leading into your house are vulnerable to damage from falling trees and branches. High winds and the load from heavy snow or ice can cause trees to snap and bring down utility poles and wires etc. A random power outage can happen simply when an old or diseased tree topples over without warning. Some consumers don’t understand what linemen do they are risking their lives just to give us a power supply. This is happening not just only once, twice and even worst no power supply in one day,created a peeve to the consumers. The adequate power supply is every consumers desire but nevertheless it is not experienced in masbate province. The temperamental power supply becomes the bugbear to the comsumers. Even though the MASELCO post thier advisory on power outages some of the areas are affected in unscheduled power outage, this caused to tantrums and annoyance to the consumers specially those who badly needs a power supply. The MASELCO should explain to the comsumers why it is happening. They must consider the needs of the consumers,dont let this issue stayed in social media news feed daily. MASELCO should ensure the systems reliability to minimize the outage of power supplly. Though MASELCO take an action to solve this issue but again and agian the issue still arouse. MODULAR DISTANCE LEARNING FLEXIBLE LEARNING Modular distance learning is basically a way of disseminating knowledge the educator and students are separated in distance or time or even both. With this modality it use self- learning modules( SLM) based on the most essential learning competencies (MELCS) provided by DepEd. The distance mode of education offers students the flexibility to decide, what they want to learn, when they want to learn, and what pace they want to learn. This mean the students time to learn is on their hands. Is this really effective? Or it teach students to be lazy, irresponsible and no time management? Modular teaching some says that it is more effective in todays situation, it is because in modular approach they can learn on their own pace so that the students feel free to learn in their own style. The hardest part about distance learning are the constant distraction around you. Some of those distraction always exist at home, such as family, electronics, or even ourselves. However in my experience, the main distraction is corona virus. It is understandable that not all students tend to learn via some modalities of open learning and there is no particular modality that can facilitate the multiple learning style of every student. The disadvantage of distance learning are those students with slow learning they had a hard time on learning the module on their own, no physical interaction although it is not advisable in todays situation but socializing in a peer group is important, less motivational, distance learning can't develop oral skills and no time management. Yet this mode not really effective just like the traditional way of teaching but it is helpful in this time of pandemic. So it will be exaggerated to say that along with several benefits and flexibility, distance learning also has several disadvantage. With this modality does students have learned? Intensifying the Agony The world, the Philippines in particular is facing a pandemic caused by Covid 19. This puts the country in a nationwide crisis. Economy is affected and many peoples lives suffered, many losses their jobs and sources of income that made them struggle for their daily living. Where is the conscience that amidst the hardship, there are still minds that are willing to steal from the funds of the government. Corruption in the Philippines is not new it is like pandemic that existed years or decades ago. But it is just surprising that in the times that we are struggling in this time of pandemic still there are some that are able to corrupt. It is very annoying to know that there are government officials in the Philhealth in particular who steal millions of money for their own not thinking that it can feed many Filipinos that are put in hunger caused by the virus. My point of view is why they can still think of stealing amidst the struggle? Do Filipinos have no conscience? If the corruption still continues then the Philippines will have no way to prosper. THE HORRIBLE YEAR 2020 (The Severity of Typhoons Rolly and Ulysses) 2020 is an awful year in the history of the world where various Disasters or Calamities have occurred all over the world one of which is Super Typhoon Rolly and Typhoon Ulysses that ravaged the various parts of the world the country of the philipines is among those affected by what is happening this year. Humans, animals, and crops suffer tragically as a result of a series of devastating typhoons. Super typhoon Rolly is one of the strongest typhoon recorded in the history of the philipines in the month of November 1 year 2020 in the pacific ocean reaching 220 km/h (140mph) with in 10 minutes and 315 km/h (125mph) in one minute the gust of wind accompanied by heavy rain which caused the immediate rise of water and flooding in some parts of the philipines with an estimated enormous damaged approximately $295 USD and 25 dead while 2 are missing due to the Super typhoon Rolly. Even before landfall Super typhoon Rolly, PAGASA warns again that Super Typhoon Rolly will hit Bicol Region, Calabarzon, and Memaropa it will bring heavy rain and wind which is threatened in southern luzon and Central luzon from pacific ocean. Super typhoon Rolly caused widespread distruction in the Bicol Region where it, first landfall in Bato town , Catanduanes as " Category 5" Super Typhoon hit the town of Guinobatan, Albay due to mudslide "Lahar from Mayon Volcano" . Bicol Region was severe damaged and felt severity of the typhoon. Albay is one highly damaged of Rolly due to submergence of households in lahar exhaled by "Mayon", in Calauag, Quezon resulted in the destruction of homes and falling of trees and poles (power lines). In Batangas City caused damaged to households by Rolly passing with winds up to the 115 kph wind sustaines, immediate evacuation of the town of Agoncillo, Batangas, Laurel, Cavite, Talisay, and Tagaytay because to the possible eruption of Taal Volcano. Super typhoon Rolly (Goni) injured almost 90%in Catanduanes its entire town collapsed due to Rolly's downward movements, followed by Albay devastated by the typhoon more than 70% of it was affected while Camarines Sur hit 80%. Meanwhile, Typhoon Ulysses is also one of the strongest and terrible typhoon to pass through in the Philippines on November 11-12-2020 (102w) was seen to the eastern part of the Philippines in the pacific ocean with wind speeds of 150 km/h (90mph) with in 10 minutes and 215 km/h (130mph) in one minute due to forced caused by typhoon Ulysses has an estimated enormous damage approximately $87 million USD and 73 lost their lives while 19 are missing, Typhoon Ulysses is considered similar to previous strong typhoons such as Ondoy, Sendong, pepito, and Usman. The tsunami caused widespread distruction of households in the town of Infanta and General Nakar, Ulysses devastated the provinces of Aurora, Bulacan, and Rizal experienced high flooding due to the overflow of Laguna Lake. As a result of the devastating effects of Super Typhoon Rolly, many people lost their homes and livelihoods due to the sudden rise of water and the forced of the floods that caused of water overflow into the houses along with the singking of livelihoods, tragic tragedy the plight of the people of Isabella and Cagayan and other areas affected by typhoon Ulysses, not only livelihoods and houses were destroyed but many humans and animals lives were lost and destroyed. Fortunately, the LGU and NGU extend aid to the victims of Super Typhoon Rolly and Typhoon Ulysses. The European Union (EU) committed to provide nearly P63 million ($1.3 M) in rapid humanitarian aid finding to deliver emergency relief assistance to families affected by typhoon Rolly and the United States give 9.7 million ($200,000) worth aid to support government efforts to assist families affected by Super Typhoon Rolly for the same purpose. The National Grid Corporation of the Philipines (NGCP) continues its restoration transmission facilities affected by typhoon Rolly to bring back power services in Bicol Region. And also to the victims of Typhoons Ulysses. DepEd on Thawing the Frozen Curriculum: Allocation of New Learning Modality. Re-opening of the classes for the S.Y. 2020-2021 both public and private schools started on Monday, October 5, 2020. The Department of Education (DepEd) and Inter Agency Task Force on Emerging Infectious diseases (IATF) ensure that even this pandemic the future of our youth will continue to unfold. By implementing the new set-up of learning, the modular distance learning, to secure the safety of both teachers and students, also the community to prevent the contamination of SARs-CoV-2. Based on the statement of DepEd's Basic Learning Education Continuity Plan in time of Covid-19 (BE-LCP), release on May, 2020, that even if the society is facing a disastrous pandemic they assure that the students' are still going to cope up with the lessons through distance learning, even if they are not in school. The distance learning will be the key modality to stipulate the new normal set-up in learning delivery of instruction in the incoming school year. However, several people say they want academic freeze because of the risks of their children regarding the global pandemic and the availability of learning materials because not everybody has a privilege in being able to have the things that are needed, but, DepEd Sec. Leonor Briones, does not allow academic freeze to happen because she stated that "academic freeze isn't victory to win against the Covid-19" therefor, "the department of education does not allow Covid-19 to destroy the children's education and their future". According to Sec. Leonor Briones of DepEd, there are a large amount of viewers on facebook with the total number of 1.5 Million and 371K engaged that shows a great amount of approval rating regarding the continuation of Education. Also, Sec. Briones said that there are 24.7Million students are enrolled to continue studying and there are 50Million Families along with the Government supports education regardless the pandemic. Our country is in the middle of war zone against SARs-CoV-2 wherein the government regulate and accommodate our limited resources and necessities. While the Department of education continue to fullfil their responsibilities and duties. Just like what John F. Kennedy said that "Let us think of education as the means of developing our greatest abilities because in each of us there is a private hope and dream which, fulfilled, can be translated into benefit for everyone and greater weapon of the nation". In the new normal set-up of learning called 'Modular Method', implemented by the DepEd with a huge scale of challenges and circumstances such as releasing modules to the learners who live in rural areas and those who live far from the school, DepEd calls out teachers to distribute modules to learners who wasn't able to come and pick up there modules because of hindrances regarding geographical location which makes it more harder and incomprehensible. Due to the quick spreading of corona virus the distribution of modules are temporarily postponed until further notice. Instructors, then, thinks of innovative ways to deliver modules without exposing them and the learners at risk by just putting it into soft copies. While those who doesn't have cellular phones may the only learners who guaranteed to have hard copies to continue the learning process. But because of the fact that the releasing of modules are postponed, Teachers and Parents should pursuade learners to listen to television(TV)/radio-based instructions provided by the DepEd and Department of Information and Communications Technology (DICT) for the mean time in order to continue learning without thinking of other circumstances. MASELCO: Lack of Electric supply Thirteen years later, Masbate gets a real power plant. Although there are incremental improvements have been made in past years, MASELCO still has a poor distribution of power supply in the province of Masbate. The power interruption of MASELCO brings to grumble of their consumers. MASELCO poorly maintained distribution grid is prone to frequent breakdowns that cause hours-long outages across the province, and its financial state is increasing. In June 2017, DMCI Power Corp., which has been supplying Maselco’s electricity since 2007, cut power to the entire province because of at least P320 million in unpaid bills from Maselco, which in turn was about the amount the cooperative had in outstanding, uncollected charges from its customers. To keep the lights on province of Masbate, Gov. Antonio Kho calling to NEA to take over the management of the failing cooperative. And the Technical Services Department ensures maximum utilization of the distribution assets, performance management regulation of the pricing network and compliances. This Department is tasked to handle construction and maintenance of its distribution network facilities in order to bring the service of electricity to its member-consumer with high efficiency and reliability. Maselco: at fault or nah? Maselco advisory: "unscheduled power interruption due to sagged 13.8 kv lines and clung to 5 mva transformer cut out metal assembly resulted to short circuit at DMCI power plant switchyard." or power interruption again. These words are very familiar to all the Masbateños because they often read, hear and experience it. Masbate province is said to be one of the places that often experience a power interruption. We all know that our world is now very hightech. Almost everything that your eyes sees is run by an electricity. So what will happen if the power supply is always interrupted? What will happen to the nitezens in Masbate and what will happen to the machines and gadgets if the power supply kept on interrupting? Many nitezins blame the Maselco for the interruption. But, is it really the fault of the Maselco? Or is it both? Both fault of the consumer and the supplier? Everytime the power supply got interrupted, the nitezins post their sentiments on social media. They rants about everything, saying that their works is piling up because of it. And their machines at home will be broken "agad-agad" . They also rants about the bills that keep on getting higher. But the did the consumer also think that maybe the short circuit happens because of using too much electricity? That may be it happens because the more the population grows, the more the power supply is being consumed that resuls to short circuit and other problems? Come to think of it, that maybe the power interruption is not the maselco's intirely fault but the both parties? Because the higher the consumers demand, the higher also the posibility that power ovetload happens? Who is going to be blame? Is it the consumer? Or the supplier? But one things for sure. Masbate's Power Supply: Damage to Home Appliances Due to Power Outages/ Due to the Loss and Return of Electricity this becomes Hindrance for the Teachers in Building a Modular Learning System. Power supply is one of the most efficient supply that is needed in the society but if the power outage can damage the appliances in our homes it will be the way we can deal with it. In the City of Masbate, Maselco or the Masbate Electric Coop. Incorporation are responsible in handling the allocation and scarcity of energy for the community. We cannot avoid getting angry because there is still no electricity which causes the destruction of our equipment the only way that Masbatenos do is to be prepared of this power off and lights "patay sindi" of MASELCO. Masbate Electric Coop. Incorporation give or informed the people of Masbate addresses the mass that a power interruption is going to happen they gave the exact date and time so that the people of masbate are able to get ready before it happen. But even if the Maselco Advisory advises the mass to get ready, it still make other people angry because there are lots of things that can be ruined by the mere turning off of electricity. Otherwise the sudden power outage and return of electricity that can ruin the jobs that people have finish that do not end immediately due to lack of electricity just like teachers make their modular learning system to be distributed to their students which becomes hindrance due to power outages of MASELCO. There are lots of things that will be delayed or ruined due to power supply off and on "patay sindi" especially now that we face another challenge in our everyday life and also our land was facing pandemic called Covid19 most of us is stayed in our home to secure our health and also now that most students uses gadgets and wifis in engaging to education for example the students that have online classes due to power supply their classes is in outgoing and because of "patay sindi" the appliance malfunction and the bill will go high. Others just posted on social media to bash MASELCO because of their work, for example a teacher who posted on facebook due to the lack of electricity. He added that because of this their work is not end in printing the modules they give to their students some of students lack modules due to power outage in masbate province. MASELCO: The reason behinf the inconvenience and inconsistency The DMCI is the one who supply the electricity to the MASELCO. Did you know that, because of power interruption, the MASELCO had an negative outcomes when it comes to the power supply. According to the consumers of the MASELCO, it is the most badly power supply that they ever had. Due to the badly distribution of power supply, the consumers are now complaining about the long hours of power interruption. Especially now that the students have an online classes the power supply is needed. The coal thermal power plant sustain the electricity, but the source of power had an negative effect on the community. The fellow Masbateños call for the appropriate solutiond to address its current problems. According to the residents of Masbate City, the DMCI and MASELCO should look for the possible solution,which is the solar panel. The Great Lockdown: Impact on Society and global Environment. In December 2019, a new infectious respiratory disease emerged in Wuhan Hubie province, China and was named by the world Health Organization. Covid-19 pandemic is considered as the most crucial global health calamity of the century and the greatest challenge that the humankind faced. A rare disaster, a corona virus pandemic, has resulted in a tragically large number of human lives being lost. As countries implement necessary quarantines and social distancing practices to contain the pandemic, the world has been put in a great lockdown. The magnitude and speed collapse in activity that has followed is unlike anything experienced in our lifetime. As far as the history of human civilization is concerned there are instances of severe outbreaks of diseases caused by a number of viruses. According to the report of the World Health Organization (WHO as April 18 2020) the current outbreak of COVID-19, has affected over 2,174,111 people and killed more than 146, 198 people in more than 200 countries throughout the world.What I have described is a baseline scenario but, given the extreme uncertainty around the duration and intensity of the health crisis, we also explore alternative, more adverse scenarios. The pandemic may not recede in the second half of this year, leading to longer durations of containment, worsening financial conditions, and further breakdowns of global supply chains. In such cases, global GDP would fall even further: an additional 3 percent in 2020 if the pandemic is more protracted this year, while, if the pandemic continues into 2021, it may fall next year by an additional 8 percent compared to our baseline scenario. The Coronavirus is severely disrupting the global economy. Almost all the nations are struggling to slowdown the amount of affected.There are some hopeful signs that this health crisis will end. Countries are succeeding in containing the virus using social-distancing practices, testing, and contact tracing, at least for now, and treatments and vaccines may develop sooner than expected. In the meantime, we face tremendous uncertainty around what comes next. Commensurate with the scale and speed of the crisis, domestic and international policy responses need to be large, rapidly deployed, and speedily recalibrated as new data becomes available. MODULAR DISTANCE LEARNING: NEW LEARNING SET UP- The continuation of learning in the middle of this pandemic School year 2020-2021 in public schools and some private schools was started Monday, October 5. Teachers, students, and even parents entered a new set-up for learning. For a long time, we have been used to face-to-face classes in a classroom set-up. However, with the coronavirus disease 2019 (Covid-19) pandemic, the Department of Education (DepEd) implemented new learning distance learning to ensure the safety of both teachers and students. According to DepEd's Basic Education Learning Continuity Plan in Time of Covid-19 (BE-LCP), released on May 2020, "distance learning will be a key modality of learning delivery in the school year 2020-2021." Modular distance learning "involves individualized instruction that allows learners to use Self-Learning Modules (SLMs) in print or digital format, whichever is applicable in the context of the learner, and other learning resources." It is clear that for many, they've entered uncharted water here. Many of these alternative learning systems are being implemented on a large scale posing a challenge to not only the teachers and the students but also the parents. For teachers, it will be about how to ensure that the students learn and understand what they are teaching. They will also have to make an extra effort in helping the parents understand the SLM and maybe, the lesson for the day too. As for the students, it will be the first time for many to learn from their teacher without being in the same room. Meanwhile, for the parents, who will play a crucial role in the new learning system, it will be a challenge for them to find ways to help their children. This is especially true for some parents who were not able to finish elementary or high school. With most of the learning done at home, parents will be expected to also assist their children in getting school done at home. It will be double the effort for those involved in the educational system of the country. The pandemic has thrown a curve ball with parents, teachers, and students adjusting to a new normal. With the current pandemic, we have no choice but to adapt to it. It will be one rocky road for the schools and students. MASELCO: A service ain't quality? MASELCO's power supply are known for its common rotational and frequent brownouts. Consumers also negatively benefits from this situation. Masbate Electric Cooperative(MASELCO) are the one responsible for supplying electricity for its residents. Electricity makes the human works easily and almost used in daily basis. However, rotational and long-term brownouts are pain for the consumers. Businesses, schools, meetings, leisure activities and even health of a person that requires electricity are greatly affected by this circumstances. Unstable power supply damages appliances , gadgets and many more. Ivan Lobiano, a resident of Uson,Masbate , states that, his uncle suffered from asthma attack and died during the MASELCO's power interruption schedule. He thinks that they could save his uncle life if there was an electricity during that time and able to use a nebulizer . He blames no one for this accident. Meanwhile, Romeo Acuesta, the Acting General Manager(AGM) of Maselco leads the day-to-day operations of Maselco and ensure the efficient delivery of electric service to their consumers. MASELCO also do placement and upgrading poles, massing clearing and other maintenance activity to lessen future service interruptions. Although, service interruptions are inevitable , MASELCO apologizes for this inconvenience. This is the problem suffers by consumers for more than a decade already. A problem that becomes common and usually neglected due to lack of improvement promised by MASELCO. An electricity, instead of useful , become disadvantageous for the users. AID TO THE STUDENT'S NEW NORMAL Education cannot wait,” says DepEd Secretary Leonor Briones. To maintain the education of millions of Filipino students, the government implemented a distance learning approach. It gives to the parents and students a wrinkled forehead on how it going to be possible. The Philippine education system is now adapting to the new blended learning as public schools were set to resume its classes. Despite the calls for an academic freeze due to the corona virus outbreak, the Department of Education still believes that education should not be compromised. Modular distance learning is also known as correspondence education or home study, is a form of education where there is little or no face-to-face interaction between students and their instructors. The modular approach situates Filipino students to learn in the comfort of their homes. Limited contact with teachers will place parents or guardians as the learners’ model. But despite all of these we just need to take time and reflect what is best for us. Proper time management and discipline will be the most engaging tools for our students to pass through this. Coexisting with this Pandemic is one of the best defenses and might be the only choice for us to move forward. Lets us just complement ourselves after this global crisis. After all, we all deserve it. Even this sudden event change our lives still we are grateful that we get through this. Their is a saying that goes It takes a village to raise a child.
