Richard met with DNR Officer Dulin on February 18. 3 days earlier, Police released 2 photos of a man on Monon Bridge, they hoped this man might be able to help their investigation. If Richard was a concerned “Witness” and knew he was likely the man in those photos, he would have shared that with Officer Dulin then. Afterall, this “Bridge Guy” wasn’t declared a suspect until 2 days later. But in his statement, Richard only said he was “on the trail”-he DIDN’T say he was on the Bridge, and he DIDN’T tell Officer Dulin he was dressed exactly like the Bridge Guy who was being publicized EVERYWHERE. Because Richard knew the man captured in those pictures wasn’t a mere potential witness, even BEFORE that man was declared the suspect 2 days later on February 20. Richard knew what happened after those photos were taken-because he was there. An INNOCENT witness would never be concerned about admitting they were on the Bridge, and dressed just like the man in those photos. Only the real suspect would NEVER claim he was the man on Monon Bridge described by Police as a possible “Witness” who might have crucial information-because only the real suspect would know that WASN’T TRUE. EVERYONE who was on the Trail and Bridge on February 13 told Police if they were on the Bridge-EXCEPT Richard Allen. We finally learned in 2022 during his Interview with Delphi Investigators that Richard actually hid the truth from his own wife and Officer Dulin in 2017: Richard admitted he was on Monon Bridge. He admitted he stood on the first platform, just minutes before the girls were abducted. He admitted he was dressed exactly like Bridge Guy. 5+ years later Richard FINALLY shared these FACTS that he chose NOT to disclose in 2017. Because Richard always knew he was the man captured in those pictures. He knew he wasn’t a mere potential witness. In 2017 Richard didn’t tell his wife or Officer Dulin he was on Monon Bridge, on a day when 2 girls were abducted from that bridge and later found brutally murdered-and just minutes after he was on the first platform while dressed exactly like the suspect. It's not complicated. RICHARD IS BRIDGE GUY. Facts matter. His confessions matter. The truth matters. That's why Richard is spending the rest of his life in prison.

Another 16 year old employee came forward to say he kept offering her a lift home and she found him creepy and asked her dad if she should accept a lift, he said no way. More people are being interviewed now that the trial is over.

Wait, wait, wait a minute!! This *VOLUNTEER* was able to rifle through RESTRICTED and CONFIDENTIAL case files and nosey around HIGHLY SENSITIVE records of an open homicide investigation??? What personnel were authorized to access these case files??? And what documentation does this department have showing that *VOLUNTEERS* like this woman, were amongst the personnel who were authorized to access such highly confidential information? LE really should produce their records on how this woman was properly vetted. There should be a paper trail and plenty of documentation for background checks given to volunteers and employees and the type of clearance they were given. l think it is crucial to show that LE has followed all the department guidelines and protocol for the personnel that has access restricted and confidential case files. Typically, there’s an assigned detective who manages the entire case file of witnesses, suspects, statements, reports, etc etc due to the highly CONFIDENTIAL information contained and only approved personnel have access to the case files and information is only shared on a need to know basis. So LE need to show what volunteers and personnel had access to the Abby and Libby case files. When were they authorized and what range of access were they granted? Did LE submit background checks and obtain fingerprints prior to having personnel poking around in these case files?? I worked at a jail and I had to jump through so many hoops just to be a glorified babysitter for adults. I didn’t have access to homicide investigation case files or anything even close and there was a lengthy process verifying my identity, my education, my background, my criminal record, fingerprinting….so what process did this volunteer go through to have access she had on this investigation??

Jerry Holeman explained in an interview yesterday that she was volunteering as a receptionist at the tip center, answering phones and taking walk-in tips and document them and notify a detective. Steve Mullin knew her and worked with her at DCS, so after a couple of years she was given an additional duty to organize all of the filing cabinets and sort the tips because there were duplicates. No other volunteers had access to those files, they were only aware of the tips they took and forwarded to the detectives. The fact that she worked in the enforcement section of DPS in conjunction with LE means that she was given the same status as any retired LE that volunteered on the case which requires a background check with a turnaround of 24 hours. If you had actually worked in a jail you would know that, and know that anyone in the jail (deputies, nurses, cooks, etc.) only has access to the information they need to do their job. They don't have access to patrol division records, which is hierarchy that detectives are in. Saying you worked in jail and didn't have access to those types of records is like saying you worked at McDonald's but didn't have my bank account info - you don't need it because it's not even vaguely affiliated with your job.
