It depends. Employer responsibility for employee behavior varies across jurisdictions and actions. If you are a contractor, then you hold more liability, but you of course cover yourself with insurance. As a general rule, everyone should carry general liability insurance.

@@ronw59 Legally, it is because of the written agreements between Municipality and Police Union that specifically exclude pension funds -- or any negative action targeting those pension funds -- from being involved in satisfying the terms of a settlement. That leaves it to the Fund Accounting used by the Municipality to segregate and manage tax revenues.

Complaints need to be filed at the public defenders office! If you go to a police station to file you are threatened and intimidated for reporting bad cops! And other cops allow it and take part in it! And cops show everyday why they should not have immunity!

Cops always say, "well it's my job to give people tickets, it's my job to find drugs." The reality is that it's your job to do your job professionally and within the lines of the law. Sounds pretty simple to me.

Remember "Training Day" that's how cops really are, not all mind you, but a select few that does criminality everyday and we have to suffer because of the higher ups that won't turn them in, everyone is not a criminal, and it's about time that they stop treating people like they are, I'm hoping that they pass a bill that prohibits cops from seizing people's property and harassing them out of bias and racism, that would eliminate a lot of bad ones because people are watching and will tell what they see, they should also put a "no hire" law into effect that prohibits them from being hired in another jurisdiction, that way the citizens of another town doesn't have to be mistreated from those crooked cops, they should be incarcerated as well as fired from "ever" being a policeman again.

If it is their job to give people tickets, may we ask if THEIR job is YOUR job?.... ...not unless and until YOU are being PAID. Please remember that THEY are NOT volunteers....so why should YOU be? ....so simply make yourself available for employment @ $911 per hour for YOUR time and also $999 for YOUR performance.

This is the epitome of the disconnect between law enforcement & civilians: Sure, we file complaints in an effort to get accountability for bad policing, but it's the police that investigate those complaints, and so there's no accountability to be had so long as that's how investigations are done. These situations are precisely why we need 3rd party/civilian, independent oversight of how complaints are investigated and handled.

My favorite was the guy in Arizona who went to the cop shop to file a complaint against the police. They threw him on the floor and 3 cops pummeled then arrested him. In the cop shop on camera. Turns out the chief has a boner for bad cops. Every cop on the force, all hired by him have been fired by multiple other departments for false arrests, false reports, perjury, assault and battery, bad shooting... you name it. Drug use, planting drugs... Can't even remember it all. It was so unbelievable when I first started watching the video I thought it was like a spoof on cops or a joke show . Just couldn't believe that once it was on TV the fed or state didn't move in and arrest the chief or sheriff.

This is all the reason, cops with disciplinary complaints should not be allowed to transfer to another department . . . They need to be fired, prosecuted and jailed. They should never be allowed to work any job where they are required to carry a weapon. In some cases, they should be treated like any ex-con and never be allowed to be anywhere near a weapon.

This outrageous behavior continues, and it makes me SO angry. How many more years do citizens have to tolerate this abuse? Just think of all the people he abused that DIDN'T file complaints for fear of retaliation. At least one officer did the right thing, by coming forward and telling the truth, but who knows what has happened to him for being an honest man.

Every complaint is supposedly looked into. Too many cops just see us as criminals. We're all criminals. So it doesn't matter how they treat us. They just keep making more and more things against the law. It's insane. Nobody in America is not a criminal, from speeding to rolling through stop signs, to expired emission sticker to smoking weed, to driving after drinking 2 beers, to fudging your income taxes.... how can you not break the law. And we got so many cops, I mean does any country have more cops than us. I bet we have more cops than most countries have people.

On July 23, 2013, Detroit Police Officer William Zeolla told police that he found his girlfriend Angela Kolhagen's lifeless body in his backyard. According to Zeolla, while he was home, Angela took his service gun and went outside and shot herself. Zeolla then carried her body to the front yard - thus disturbing the possible crime scene. All suicides are supposed to be treated like homicides - and it isn't until homicide can be out-ruled that a death is considered a sucide. In Angie's case, it appears that it was quickly decided that she had committed suicide because that's what Officer Zeolla said. End of story. Case closed. Angie was so unimportant to the Detroit PD, that they did not release her name. After several days of OIDV specialists tracking down info on the victim, we came up with not only Angie's name but the name of her boyfriend: Officer William Zeolla. More searching by our OIDV group on the mysterious Officer Zeolla and we discovered why the Detroit PD and his family and friends were protective of his identity: Zeolla has a long history of police brutality - backed up with lawsuits filed by his victims. Officer Zeolla has been involved in excessive-force lawsuits that collectively have cost the city $660,000 in settlements. At the time of Angie's death, Officer Zeolla and the Detroit PD were being sued for Zeolla's excessive force in yet another case of police brutality.

What is extremely frightening is the fact that there is that many complaints. Because 99% of innocent people they've abused and violated are to frightened to file complaints. Complains probably show 3% of the actual misconduct being committed.

3.72 complaints / year and a lawsuit every 2nd year and he still can get promoted? Is there any better way to send a message to cops that ‘go ahead and be a thug, it’s what the department wants’? The department is rewarding apprehensible behaviour. (And consider a young rookie cop. He sees this and uses it as a formula for success.)

I am from the Netherlands, and I just can't understand why those police officers treat other people so inhumanly. And I can't understand why they do not feel any shame or remorse about their behavior. What kind of a parent would raise their kids to become such a monster?

It's a cultural thing, the USA is an aggressive and violent place and the police there behave like out of control thugs. Europe is a much more civilized place than the USA and European police, in the Netherlands, Germany and Scandinavia at least, are of much better quality than the brutish and uneducated neanderthals that constitute the American police. I don't understand how the Americans tolerate such thick headed and aggressive police while at the same time bragging about how they are "the land of the free".

It’s because they have been treating slaves a lot worse in this country since it’s conception, now that we are free their views are pretty much the same and the system covers for them. The problem for them now is there are cameras everywhere so all can see it. Also they’ve been getting away with treating us like crap for so long with no real consequences that they are now starting to treat everyone else the same way.

'' On July 23, 2013, Detroit Police Officer William Zeolla told police that he found his girlfriend Angela Kolhagen's lifeless body in his backyard. According to Zeolla, while he was home, Angela took his service gun and went outside and shot herself. Zeolla then carried her body to the front yard - thus disturbing the possible crime scene. All suicides are supposed to be treated like homicides - and it isn't until homicide can be out-ruled that a death is considered a sucide. In Angie's case, it appears that it was quickly decided that she had committed suicide because that's what Officer Zeolla said. End of story. Case closed. Angie was so unimportant to the Detroit PD, that they did not release her name. After several days of OIDV specialists tracking down info on the victim, we came up with not only Angie's name but the name of her boyfriend: Officer William Zeolla. More searching by our OIDV group on the mysterious Officer Zeolla and we discovered why the Detroit PD and his family and friends were protective of his identity: Zeolla has a long history of police brutality - backed up with lawsuits filed by his victims. Officer Zeolla has been involved in excessive-force lawsuits that collectively have cost the city $660,000 in settlements. At the time of Angie's death, Officer Zeolla and the Detroit PD were being sued for Zeolla's excessive force in yet another case of police brutality.

How good are they as they stand around allowing this cop to assault people and violate their rights? What an idiotic thing to say. You see the videos of cops standing around watching other cops break the law or joining in. And the more cops present the more likely there will be violence by the cops. Pretending most cops are alright is wrong. I don't know what % of cops perform their job properly. Maybe it is most. What does that look like? 51%good 49%bad?61%good 39%bad?71%good 29%bad? How about 80/20 that leaves 150,000 bad cops in our country. I'll give you 80/20 but I bet it's closer to 60/40. Of course we'll never know since they never admit anything they do is wrong.

It’s all too common for minor traffic stops to be handled like this by American police. They’re more likely to die from a heart attack from too many donuts than from someone stopped for a cracked windscreen or a headlight bulb that has gone out.

This is the reason why we need a national database outside of government control which lists all the police officers and the complaints against them and any video evidence or documents to back up those claims. The American citizen should be able to look on a database and see if the officer they're dealing with is corrupt and Criminal or whether he has acted decently with integrity.

All police cars should have continuous camera coverage from front, rear, and sides that run constantly once an officer signs into his vehicle. Body cameras should be required and also run the entire shift of the officer with sound. It does not take much to carry extra batteries if you need them and with SD cards, you can record for a whole shift. Bluetooth them to the vehicles computer which downloads to the main database at the police headquarters. This way everything is recorded and cannot be turned off. This will protect citizens and officers alike.

That's the issue all of those complaints fall on def ears. Not only do these higher ups not care to investigate these officers they promote them. What happens then is younger officers get taught and led by this now sergeant. So when they do these same bad things and people request a supervisor to show up am sort it out they get him.

wow, That is so DISCUSTING, like I have commented before they are a gang of police officers, no one can dispute it as they are paid to serve, protect, not abuse, beat the crap out of an innocent person because they are black, you can't abuse an animal like that get away with it. what needs to change is private investigations, they need to have to pay for their own mistakes not the tax payers, use common sense, as that makes no sense, that is the reason the only reason that they keep doing the same thing over, over, getting away with it. when you are predigest, bully, abuser,gun happy, you abuse that, you keep getting away with it, you become addicted to that behaviour. This type of behaviour by a police officer should never be tolerated,1st time it happens that cop needs to be fired, not allowed to go somewhere else continue the same behaviour, they are being paid to serve, protect. The police have got so bad that they use people like criminals at a traffic stop, it just seems as if they crave a reason to abuse, they will find a reason even if it didn't happen such as lying. If they had a record in the genies book of records for the biggest liars with the most lies I'm certain the cops would win, it doesn't seem to matter they are on video, videos don't lie.
