I just install but I feel like shaking when I driving in the highway maybe because I got empty inside the box that’s why shaking alot

That is possible. However, double-check to verify that everything is tight - the clamps to the roof rack rails and the door latch on each side must be secured fully. Also make sure the box is facing straight on and not diagonal.

I think you could probably get them secured with tie downs

Whenever you locked the latches in place, was there any sort of movement from the box on your rails?

No, I haven't had any movement along the rails. You just need to make sure to tighten the clamps properly when mounting the box. After that, they hold securely.

Do you think it will fit a 2017 Subaru Outback? The bars are adjustable to 30 and 39 inches

As far as I know. It should fit an Outback.
