The phone isn't actually wrong, people just tend to be confused in the counting. It doesn't start with the first bullet round but the bullet from now. So, if there's already used two bullet round and you use phonecall saying the third is blank, it's the 5th that is blank, or the third from now. Also, the polarity doesn't switch it from other bullets just literally switch the color, even if there's only blue bullet left it will still change to red.
