On my 99TJ the plastic insert on the vent line did not go all the way to the filler assembly. Also there was a ball float valve in the filler line that prevented tank from being filled all the way. I had to drop the gas tank, then reach into the tank through the fuel pump hole, and cut off the extra line on the vent and the float valve using a miniature hand saw. It took me about 4 hours to do this but the mod worked great. Thank you for a great video.

Great! Take a look at two rubber grommets on the top side of the tank, they get gummy and deteriorate with age and may leak gasoline trough the top of the tank. They don't normally leak because the gas level never got to the top of the tank when stock, but once you remove that restrictor tube the gas level will get to the top of the tank and that's when those rubber grommets can leak if they are not in good condition. They are cheap to replace and it's good insurance anyway. Good luck.

Why not just shorten the tube 3 inches, it will give you more room for gas, but keep the fuel level from being overfilled.

You could do that too. You could tune the length of that tube to allow the fuel level to come up to your liking. Even if you remove the tube like I did, there will always be a small air gap at the top of the tank. Remember that the filler tube comes into the tank from the side, not from the top, so the fuel level will never really get to the very top of the tank.
