Yongnuo 568exII as a Master Flash

So, is the only difference between the 568ex and the 568ex II is that the II can be a flash controller?

Reha the 568ex for Canon was only made for a short while then it was replaced with the newer version, the 568exii and the answer to your question is Yes, the only difference between those is that the 568exii is capable of being a master flash. The ones you see on the market now that are labeled 568ex are typically the Nikon version. You can differentiate the two by the coloring of the lettering on the flash. Gold color is for Nikon, white is for canon. The 568ex for Nikon is not capable of being a master flash.
