It is unfounded. The Russians evacuated children from the war zone which is what you are supposed to do. Most of the population, in the areas where the fighting is taking place are loyal to Russia and are taking Russian citizenship. That is a separate reality from the fact that the invasion itself was against international law. It looks like some of the children got separated for parents who are loyal to Ukraine. Russia is making arrangements to reunite those children with their parents. Most of the children, involved are children of people who have taken Russian citizenship and voted for the occupied areas to join Russia. It is overwhelmingly likely that nearly all the children involve are the children of Russian citizens and were evacuated with the consent of their parents.
