Afaik it's just black pigment in a foundation formula, no white, no browns, nothing. It has two uses. Costume / editorial / fantasy makeup or using the tiniest amounts as a mix-in when you need an ashy result (eg contouring in certain styles or shades)

Every single person to ever exist has an undertone to their skin. It’s like how there isn’t any person that’s as white as white paper. They might look similar but it’s not the same and won’t work as a foundation. You might be thinking of another foundation shade they made that was a shade above the darkest one which did work for some people but that’s because it had an undertone.
