Thanks. Great question! The 3 in Bb is really a 2 chord in C (i.e. D min) with a raised 5th. And you can voice that in many ways. Raising the 5th of the D min essentially makes it a Bb Maj. So I tacked on to that Bb idea for the next chord, keeping the melody at the top. You can voice the 4 chord on the Bb to keep F at the top (EbM7add9), and that's what I did there. Beautiful thing is it resolves nicely to the 1 in the original key i.e. C Maj. (I think the reason it resolves to the C is because it really is a rootless G chord (so the 5 resolves to the 1) as I'll illustrate shortly. #reharmtechniques. To make things interesting, you can look at both chords as still in the C maj scale. The first chord would be a Dmin7#5 (which is a variation of the 2 chord in the C Maj scale) and the next would be a sorta rootless 5 chord - Gmin7#5. That's why I think these chords work here. Hope this makes sense.
