In 1994 I used to live just up the road from this nick, and having found an empty handbag in one of the Sainsbury's trolleys I thought I'd hand it in as the police station was on my way home. They were already dealing with a man who had had valuable stuff stolen from his car, and had found the thief's toolkit left behind in it - a useful clue, you might have thought, for fingerprints etc. I waited while the desk sergeant filled out the report form with the chap, noting down times, places etc , and finally congratulating the man on bringing it in and thanking him for helping out the police. As soon as the man left, though, right in front of me and with no attempt to hide it, he tore up all the paperwork he'd just filled out and threw it in the bin along with the toolkit. He then turned to me with a sarcastic smile, knowing I had seen him do this, and asked "And how can I help YOU today, sir?" That was when I finally realised how the police really operate.

Secondly, the prevailing Statute allows all Emergency Service vehicle to park on double yellow lines. You may not like that fact, but the law deals in facts. Not opinions. I think the confusion is in the wording of the law. It states that 'Public Service' vehicles cannot park on double yellow line unless responding to an emergency. But Public Service vehicles are not Emergency Vehicles. Public Service vehicles are designated as water, gas and electricity services. They can only park on double yellow lines in the event of an emergency. However, Emergency Vehicles (Police, F&R and Ambulances) can legally park on double yellows when 'on duty'. 'On Duty' is not the same as being on an emergency call. Since all EVs are available to all personal it basically means that all EVs are 'on duty' 24/7. You may not like it, but that's the prevailing law. This also means stopping on a double yellow to buy your lunch is legal. Legal, yes 100%. Does it look good? Probably not. Does your opinion matter? The IOPC will not be involved with this initial assessment of your complaint. You can and are making the complaint direct to him. He has to take it. The problem comes with defining 'on duty'. Who or what is 'on duty'? Police vehicles, if they are allocated to duty staff are therefore 'on duty'. You may not agree with that fact. It is a parking offence for any vehicle to park on double yellow lines unless it's an emergency service vehicle attending an emergency. The police CAN be ticketed for parking offences. The police excuse of there not being enough room in their car park is NOT a valid exemption simply because the yellow line parking restrictions were introduced to limit parking so any emergency vehicle could not be obstructed from getting near to an emergency, eg fire engine has to have so much of a road clear of parked vehicles along it's length. If the council has told it's wardens to ignore infractions by the police they are technically in the wrong, ANY vehicle can become an obstruction in an emergency. Also, the police should only allow marked police vehicles to park in their yard. If i was that cars owner i would be PISSED. Great video as usual. Yet another pompous git in the reception.
@philliplester17412 жыл бұрын
Dead right. The police should not have merged stations if the building and car parks were not fit for purpose. That’s not the responsibility of the public, that’s dipsticks deciding to merge when they shouldn’t. “Is there space in the car park for the extra vehicles?” “No, we’ll just park on the double yellows and blame the lack of space.” Great logic. I’m not sure I would trust some of these people to sit the right way round on a bicycle.

@@philliplester1741 Loads do get cancelled/quashed or simply not issued by traffic wardens. No different to a fire engine or ambulance (which also park in places by your reckoning they shouldn't). At no point does it say the vehicle must be used for emergency purposes. Forces may have policies around it though. I admit its not ideal but it's still the wording regardless. Imagine how ridiculous it would be expecting police, paramedics and firefighters to have to run around back to the vehicle parked only god knows where when they have to go to an emergency 😂

Exact same issues here in a coastal village (Malahide), Dublin Ireland. The local Council (Fingal County Council) have an agreement with the local police (Garda) that their traffic wardens will not ticket Garda official vehicles or privately owned vehicles owned by members of the Gardaí. To ensure the warden doesn’t ticket the privately owned vehicles, (which are regularly untaxed and parked on double yellows/blocking ‘dropped kerbs’ (designed for wheelchairs)), the local Gardaí place a small blue piece of paper on their windscreen. This alerts the warden so as not to be ticketed. The council deny any knowledge of this ‘agreement’ , despite one of their own wardens telling me this. They claim the warden was a trainee and incorrect in her understanding of the rules. This corruption occurs daily in many places. 🙄
