Part of this is managements fault...if they did regular inspections (twice a year) on the upkeep of their flats/apartments you would catch the problem before it got this bad then give them x-amount of days/weeks to clean, if not, evict them. At the same time it would save management on money doing extreme cleaning.

Flats requiring this level of cleaning would be a very small number of the council’s property. I imagine they’ve done a cost analysis of employing someone to inspect all of their properties twice a year vs cleaning one or two of these flats per year.

I got a glimpse of a small set of bookshelves and there were a few books there. As Jill said in the other reply, the books give you an "insight into their personality". I also watch videos about exploring abandoned houses and I always want to see what books are there. Sadly most abandoned explorer give the books little attention. I'm guessing that's because they're young and have grown up with computers and haven't had as much involvement with books as older people so have less interest in them.
