Maybe if you used a step-down transformer to reduce the voltage and/or placed something with pretty high resistance in the circuit to reduce the current. Though, I’m not sure an electric eel would be able to provide sustained current needed to charge a battery without frying it. Maybe with some sort of inductor it might work.
