Yes, they 100% can. You just want to make sure that you are prepping the tip like you do with the natural nails as gel doesn't like a smooth surface.

When seasoning a file do they both need to be new ones

We recommend having one file designated as your “prep file.” This would be a file that has not been used on a person, but only used for prepping new files & bits. Depending on your state board, you may be able to store this file and continue to use it for prepping your files until it is worn out.
